This position is located in the District of Columbia Department of Buildings DOB), Office of Information Systems (OIS), Agency Data Team. The mission of DOB is to protect the safety of residents, businesses, and visitors, and advance the development of the build environment through permitting, inspections, and code enforcement. DOB is responsible for regulating construction activity in the District of Columbia. The agency operates a consolidated permit operations division, reviews all construction documents to ensure compliance with building codes and zoning regulations, and has inspection and oversight authority, through which construction activity, building systems, and rental housing establishments are inspected, with violations cited and, if necessary, abatement pursued within the limits of the law.
Duties and Responsibilities
Oversees and performs the installation and testing of database applications on development and productions systems. Utilize programming languages (e.g., Python, Java, Scala) and scripting languages to automate data-related tasks. Designs and develops relational databases, including data access analysis, archive/recovery design and implementation. Establishes strategies for data acquisition, archive recovery, and database implementation, working within a data warehouse environment (Azure and Databricks) encompassing data design, database architecture, and metadata repository creation. Installs, configures, modifies, and optimizes new and existing Microsoft SQLnServer and Microsoft Azure databases, develops and supports extract, transform, and load (ETL) processes for the transfer of data from third-party systems. Monitors and controls all DOB databases, and database related issues involving systems integration contractors and maintenance and support contracts.
Reviews and creates object and data models and a metadata repository to improve data management and access speed. Creates data models and schemas that reflect data structure and relationships, ensuring alignment with business needs. Represents the agency with vendors in resolving system configuration problems. Provides analysis and evaluations and recommends significant modifications to network design to maintain/improve database performance and ensure that the design is adequately documented. Develops and administers data standards, policies, and procedures. Expert knowledge of network architecture to develop, implement, and maintain highly efficient database systems, and to resolve critical problems that require innovative solutions.
Qualifications and Education
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Or Individuals must have IT-related experience demonstrating each of the four competencies listed below:

2. Customer Service - Works with clients and customers.
3. Oral Communication - Expresses information to individuals or groups effectively.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information.

Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is directly related to the work of the position. The applicant must have at least one (1) year of specialized experience equivalent to the next lowest grade level in the normal line of progression.
