The consultant's scope shall include, but not be limited to:
1. Data Collection & Review
- Gather historical cooling consumption data for all buildings.
- Obtain EMPOWER billing records, load profiles, and tariff structuresli>
- Review system design parameters, cooling capacity, and operational sequences.
2. Technical Assessment
- Evaluate actual vs. billed demand loads.
- Analyze efficiency of the district cooling infrastructure feeding the property.
- Identify irregularities or discrepancies in demand charge calculations.
- Conduct a comparative analysis with industry benchmarks and EMPOWER regulations.
- Review monthly and annual cooling charges.
- Model potential savings from optimized demand load management.
- Prepare cost-impact projections for proposed corrective measures.
4. Recommendations
- Propose strategies to reduce peak demand.
- Suggest operational or technical improvements to optimize cooling usage.
- Provide recommendations for negotiating revised demand charges, if applicable.
- Highlight any required system upgrades or configuration changes.
Deliverables
- Initial Assessment Report - Summary of existing conditions and data review.
- Detailed Technical & Financial Analysis Report - Findings, discrepancies, and cost implications.
- Optimization Strategy Report - Recommended corrective actions and projected savings.
- Final Presentation to management summarizing key outcomes.
Qualifications
- Have experience with district cooling systems (minimum 3 years).
- Demonstrate knowledge of EMPOWER billing systems and tariff structures.
- Provide proof of similar completed projects within the UAE.
- Employ qualified mechanical/electrical engineers specialized in HVAC and cooling analysis.
Timeline
The assignment is expected to be completed within 4-6 weeks from the award date.
