ABOUT THIS POSITION


The City of Phoenix Water Services Department, one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.

The City of Phoenix Water Services Department is seeking an experienced Department Budget Supervisor to oversee key budgetary functions that support one of the largest and most complex municipal water utilities in the nation. This position plays a critical role in guiding financial planning, budget development, and rate and fee analysis for an annual Operations & Maintenance (O&M) budget exceeding $500 million. The role provides high-level analytical support and strategic guidance to department executives while supervising a team of professional employees.

Key responsibilities include:

  • Lead and supervise staff engaged in operating budget development and analysis.
  • Oversee preparation of operating budget expenditure estimates and budget status reports.
  • Develop expenditure forecasts.
  • Conduct research projects, special studies, and financial analyses as directed by department leadership.
  • Prepare budget information in support of rate and fee development and analysis.
  • Provide technical guidance to department management on budget preparation and alignment with programmatic needs.
  • Review budget estimates for completeness, accuracy, and compliance with applicable procedures and regulations.
  • Manage budgets with multiple funding sources and analyze operational trends that affect financial needs.
  • Interpret budget directives and collaborate with management to develop plans and policies that meet departmental goals.
  • Oversee development and maintenance of advanced spreadsheets and database tools used for financial monitoring and forecasting.
  • Review departmental CCRs and RCAs.
  • Demonstrate reliable attendance, excellent customer service, and a commitment to innovation, efficiency, and responsible stewardship of public resources.
  • Work extended hours when required, including evenings, weekends, and holidays.

SALARY


Pay and Hiring Range: $95,451 to $127,920 annually.

Pay Range Explanation:

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only: Please understand that this is pay grade 066. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

  • Four years of professional level experience in budget or accounting; including one year of experience working with complex financial systems.
  • Bachelor's degree in accounting or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • One year of supervisory experience.
  • Professional-level experience in the following:
    • SAP or similar accounting software.
    • Government finance.
    • Multi-fund managing.
    • Budget forecasting.
    • Allocating and recovering costs.
    • Budgeting or accounting using multiple funding sources.
    • Leading special projects that incorporate financial analyses and report preparation for executive-level audiences.
    • Researching variances/trends to identify the cause and provide written descriptions.
