Recruitment Number OHHI-25173 - This vacancy is with the Department of Business, Economic Development & Tourism (DBEDT) located in Downtown.


This recruitment is being conducted under the Operation Hire Hawaii (OH-HI) project, a targeted outreach initiative featuring an expedited hiring process, fast-tracking qualified applicants into job opportunities throughout Hawai’i.

Salary: $8,579 to $13,730 per month (EM-03, Minimum to Maximum)

Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Duties Summary

The Departmental Human Resource Officer II (DHRO II) is responsible for the full HR/Personnel Program in DBEDT. The DHRO II plans, organizes, directs, and coordinates the operations/functions of the Personnel Staff to assess HR/personnel needs and requirements. Provides staff advisory services to the Director, Deputy Director and Administrative Services Officer of DBEDT on HR personnel management principles and practices. Provides consultation to Division/Office/Attached Agency Administrators, Managers, and Supervisors. Develops/amends HR/personnel policies, guidelines, and procedures. Develops/maintains harmonious work relationships with agencies in/out of DBEDT. Is responsible for program evaluation and development of the DBEDT HR Personnel Program to provide an efficient and stable workforce that promotes good working conditions for employees/management.

LEGAL AUTHORIZATION TO WORK
:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Basic Education/Experience:
A bachelor's degree from an accredited four-year college or university.

Specialized Experience: Three and one-half years of progressively responsible experience in one or any combination of human resources management functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations services, employee development, personnel program development, personnel research, and labor relations.

Such experience must show ability to deal satisfactorily with fellow workers and operating personnel, to recognize problems in the operation of a human resources program, to suggest practical solutions, and otherwise to accept substantive responsibility in the field of human resources administration. Clerical and technical experience in a human resources program involving work which is limited to the application of human resources rules, regulations, and procedures in support of the human resources functions described above is not qualifying

At least one year of the Specialized Experience must have been comparable in scope and responsibility to that of the class Human Resources Specialist IV, i.e., the fully independent journey worker who performs HR assignments which regularly encompass complex problems combined with the responsibility for management advisory service; and performs other related duties as assigned.

Staff Specialist or Supervisory Experience: One year of either staff specialist and/or supervisory experience as described in A or B below:

A. Staff Specialist Experience: Human Resources management and/or labor relations specialist experience performing work regularly encompassing difficult and complex situations and problems with responsibility for furnishing advisory services to management in the overall aspects of program development and evaluation or human resources specialist and/or labor relations experience performing extensive and intensive work on the most complex and difficult assignments in program development and evaluation, development of new and revised procedures, review of working situations to assure that departments are following guidelines for sound personnel practices, development of legislative proposals or analysis of the impact of proposed legislation, and conduct of research aimed towards improving the personnel administration system.

B. Supervisory Experience: Experience in the field of human resources management or labor relations. which included (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; and (5) training and developing them.

Administrative Aptitude: Administrative Aptitude rather than actual administrative experience may be accepted. Administrative aptitude will be considered to have been met when there is strong affirmative evidence of the necessary administrative aptitudes and abilities.

Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.
