The Position
Under general administrative direction, incumbents serve as deputy to the Administrator of one of the regulatory agencies in the Department of Conservation & Natural Resources. Duties include management of professional, technical and administrative support staff; budget development and monitoring; development of policies and regulations; and ensuring compliance with applicable federal and State regulations and statutes.
The Department of Conservation and Natural Resources (NDCNR), protects, manages, and enhances the State's resources to provide the highest quality of life for Nevada's citizens and visitors. The NDCNR with over 900 employees consists of the Director's Office and the following divisions and programs: Environmental Protection, Forestry, State Lands, State Parks, Water Resources, Outdoor Recreation, Natural Heritage, State Historic Preservation Office, Off-Highway Vehicles, Sagebrush Ecosystem, and the Conservation Districts Program. The Department also provides support staff to the Nevada Tahoe Regional Planning Agency and has responsibility for numerous Boards, Commissions, and Councils. The Department has locations and/or provides program services in every community of the State.
The Division of Water Resources (NDWR) is recruiting for a Deputy Administrator position that is located in Carson City, NV with no option to telework, and will report directly to the Division Administrator/State Engineer. This senior leadership role oversees key programs and operations within the Division of Water Resources. The incumbent will work closely with the State Engineer and other Deputy Administrators on high-level strategy and daily decision-making to address Nevada's complex water resource needs, while also supervising the dedicated staff of the Division. This position will also provide oversight on statewide water management initiatives, proactively addressing future water needs. This position is responsible for leading, guiding, and supporting a team of professional, technical, and administrative staff. The position also manages budgets, drafts policies, and proposes regulatory and statutory language aligned with state and federal water laws. The incumbent will ensure projects and rulings meet Division standards, remain in compliance with applicable laws, and are defensible under judicial review. The incumbent also represents the Division in engagements with boards, committees, civic groups, the legislature, tribes, and other water resource stakeholders. Additionally, the position works closely with the Department of Conservation and Natural Resources and other agencies to coordinate policies impacting water resources across Nevada. This role will directly supervise managers and section heads, assign projects, oversee progress, and ensure high-quality outcomes and also support the professional growth of the team and help establish the Division's strategic goals.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)

Bachelor's degree from an accredited college or university in engineering, the natural or physical sciences, public administration, law or related field and four years of experience supervising natural resource regulatory programs or relevant specialized programs in areas of water resources or environmental protection. The required experience must have included program planning, budget development and maintenance, policy analysis and interpretation, and training and supervision of professional staff; OR an equivalent combination of education and experience as described above.

2) Provide an example of a time when you developed or implemented a new policy or regulatory framework related to water resources, environmental protection, or other relevant subject matter. Explain your approach, the stakeholders involved, and how you ensured compliance with state and federal statutes.

3) How have you managed budget planning and allocation for a large program, division, or business? Describe your process for monitoring expenditures, justifying budget decisions, and adjusting to changes in funding or program priorities. If possible, include an example related to natural resource or water management.
