Salary Range: $150,000-170,000 per year, commensurate with education and experience

Position Summary

The Deputy Chief Growth & Implementation Officer (DCGIO) is a senior executive responsible for driving sustainable earned revenue growth, optimizing revenue cycle operations (including Medicaid, managed care, third-party insurance, and self-pay services), integrating financial and programmatic systems, and operationalizing new mission-aligned programs, including innovative offerings connected to the revitalization of the VISIONS Center on Blindness (VCB).

This role is central to VISIONS strategic priority of serving more people who need us by expanding mechanisms of payment beyond traditional funding streams. By strengthening insurance billing capacity, modernizing revenue systems, and responsibly introducing or scaling fee-for-service options, VISIONS can broaden access, increase flexibility for participants, and ensure long-term sustainability.

The Deputy Chief Growth & Implementation Officer is responsible for translating VISIONS growth strategy into operational execution, ensuring that new revenue models, systems, and program innovations are effectively implemented, scaled, and sustained across the organization.

Core Responsibilities

1. Revenue Growth & Diversified Payment Strategy

  • Lead and optimize the full revenue cycle, including Medicaid, managed care, third-party insurance, government contracts, and self-pay services.
  • Own day-to-day execution of revenue cycle operations, ensuring consistent performance, accountability, and continuous improvement across all billing streams.
  • Strengthen documentation, compliance, internal controls, and audit readiness.
  • Improve cash flow, reduce denials, and shorten accounts receivable cycles.
  • Develop pricing models that balance mission-driven access with financial sustainability.
  • Expand reimbursement pathways to serve more individuals who need VISIONS services.

2. Systems Integration & Data Infrastructure

  • Assess and integrate financial, programmatic, CRM, EHR, and billing systems.
  • Develop real-time dashboards tied to revenue, utilization, and outcomes.
  • Ensure alignment between service documentation and billing processes.
  • Strengthen data governance, compliance (including HIPAA), and cybersecurity.
  • Lead implementation and adoption of integrated systems across departments, ensuring staff are trained, workflows are aligned, and systems are actively used to support decision-making and billing accuracy.

3. Program Innovation & New Revenue Development

  • Operationalize and scale new mission-aligned programs and service lines in partnership with program leadership and operational teams to ensure effective implementation and sustainability.
  • Conduct financial modeling, feasibility studies, and market analysis.
  • Develop scalable operational frameworks for growth initiatives.
  • Partner with program leadership to ensure growth initiatives align with VISIONS’ broader strategic priorities and operational planning.
  • Partner with Development to align earned and philanthropic revenue strategies.

4. VISIONS Center on Blindness (VCB) Growth Strategy

  • Develop sustainable year-round programming models for VCB.
  • Identify earned revenue opportunities aligned with VISIONS’ rehabilitation, workforce, and independent living mission.
  • Conduct margin analysis and financial forecasting for new VCB initiatives.
  • Align growth strategy with long-term campus master planning efforts.
  • Lead implementation of VCB growth initiatives, including program scheduling, pricing models, and operational workflows.

Executive Leadership

  • Serve as a strategic advisor on growth and revenue sustainability.
  • Present performance metrics and growth strategies to the Board.
  • Build cross-departmental accountability around billing accuracy and performance metrics.
  • Foster a culture of innovation, disciplined financial management, and mission alignment.
  • Drive measurable performance outcomes, including revenue growth, billing efficiency, and utilization targets.
  • Build and lead a high-performing team or function responsible for billing, revenue operations, and data systems.

Qualifications

  • 10+ years of senior leadership experience in healthcare, rehabilitation, disability services, or human services.
  • Deep expertise in Medicaid and third-party billing environments.
  • Experience in revenue cycle optimization and enterprise systems integration.
  • Proven track record of launching and scaling new programs.
  • Strong financial modeling and strategic planning skills.
  • Board-level presentation experience.
