Description



The City of Richmond Department of Human Resources is seeking a Deputy Department Director, Senior to oversee the planning, directing, and coordination of all functions within the Human Resources Talent Management business unit, including Talent Acquisition, Employee Engagement, and Learning and Development.

This highly visible role works closely with the Human Resources Director to develop short- and long-term strategies that support the department’s strategic plan. The position requires independent judgment and decision-making in areas where established rules, regulations, or policies may not exist.

The Deputy Department Director, Senior provides coaching and support to Division Chiefs, administrators, and supervisors, and exercises significant authority in making effective decisions related to employee talent and workplace performance.

Duties include but are not limited to

  • Provides day-to-day leadership and oversight of assigned divisions, programs, or initiatives, ensuring high performance, accountability, and compliance with applicable policies and regulations.
  • Develops and implements a comprehensive talent management strategy aligned with organizational goals and workforce needs.
  • Oversees recruitment and selection strategies to ensure the organization attracts and retains a highly qualified and diverse workforce.
  • Develops and leads organization-wide employee engagement strategies to improve morale, retention, and workplace culture.
  • Provide executive leadership and strategic direction for the City’s training and development programs.
  • Collaborate with the Department Director on short- and long-term departmental planning, including goal setting, performance metrics, workforce planning, and continuous improvement initiatives.
  • Supports the development and implementation of department-wide strategies, policies, and procedures to enhance operational effectiveness and service delivery.
  • Oversee cross-functional initiatives and projects, ensuring coordination across teams and alignment with the department’s strategic plan.
  • Provides leadership, coaching, and guidance to managers and supervisors, fostering a culture of engagement, professional development, and results-driven performance.
  • Assists in budget development, resource planning, and fiscal oversight to ensure responsible use of departmental resources.
  • Ensure departmental activities align with organizational values, equity principles, and best practices in public service leadership. Provides leadership in the absence of the Human Resources Director or on behalf of the Human Resources Director as requested
  • Other duties as assigned

Qualifications, Special Certifications and Licenses

REQUIRED MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in public administration or any other field directly related to assignment

  • Minimum of eight (8) years of progressively responsible experience in human resource management; Public sector experience is preferred.

  • Effective oral and written communications; strong analytical ability, and the ability to prepare efficient and effective studies and reports on complex issues

  • Valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire


KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of workforce planning, talent development, employee engagement, and leadership practices in public service.
  • Knowledge of strategic planning, performance management, and continuous improvement practices within a public sector environment.
  • Policy development and implementation skills to translate strategic goals into operational practices.
  • Strong managerial and supervisory skills, including coaching, performance management, and staff development.
  • Collaboration and relationship-building skills to work effectively across departments and with community partners.
  • Analytical skills to assess operational data, identify trends, and develop actionable recommendations.
  • Ability to manage multiple priorities, deadlines, and competing demands in a complex public sector environment.
  • Ability to interpret and apply laws, regulations, policies, and procedures to real-world operational decisions.
  • Ability to lead change initiatives and guide teams through organizational or operational improvements.
