POSITION DESCRIPTION:
Create, update, and implement procurement and contracting policies and procedures that support both steady-state and emergency operations. Ensure alignment with LMD strategic objectives, Louisiana statutory and regulatory requirements, and best practices in public procurement. Ensure all procurement activities comply with applicable laws, regulations, and organizational policies. Remain current on laws, statutes, policies, regulations, executive orders, guidance, and directives issued by oversight agencies including the Division of Administration, Facility Planning and Control, Office of State Procurement, Office of State Travel (LaCarte Cards), Louisiana Property Assistance Agency, and the Office of Community Development. Maintain compliance while delivering timely procurement support for LMD missions and operations. Offer guidance and assistance to departments and staff engaged in procurement and contracting activities. Integrate LaGov SRM and Business Objects for security role assignments, training, and system compliance. Work with interagency and intergovernmental partners to leverage capabilities, improve transparency, and achieve efficiency in procurement operations. Monitor and evaluate procurement systems and processes to ensure efficiency, effectiveness, and compliance. Execute and manage contracting activities by delivering quality work products, applying controls and checks, and overseeing all phases of the procurement cycle—from requirements identification through award, administration, and closeout—while maintaining quality standards. Manage budgets related to procurement and contracting activities. Oversee preparation of reports and correspondence for contracts, grants, leases, cooperative endeavor agreements, and purchases. Prepare status reports on contracts and financial activities, ensuring compliance with audit standards. Assist in the development of budget submissions and appropriation management. Coordinate with the Office of Sponsored Projects (OSP), Office of Statewide Reporting and Accounting Policy (OSRAP), Department of Public Safety (DPS), and the Treasury. Integrate budget and programming into LaGov projects. Engage with vendors, suppliers, and internal stakeholders to ensure successful procurement outcomes. Represent the contracting and procurement function as needed and serve as an authorized signatory for contracts, agreements, and board-related matters within delegated authority. Maintain readiness to respond effectively during emergencies and all-hazards incidents while also supporting steady-state operations. Perform other duties as assigned.

POSITION QUALIFICATIONS:
Bachelor’s Degree or higher, or a minimum of 10 years’ experience in related field. Must exhibit or have demonstrated success in positions of increasing responsibility in related fields. Executive level communication and strategic analysis skills.

GENERAL REQUIREMENTS:
  • Must have a valid Driver's License, Social Security Card and Birth Certificate
  • Must be available to report to duty during emergency or disaster situations.
    Other periodic travel may be required.
  • Must meet physical requirements to perform functions of the position.
  • Must attend/complete all Louisiana Military Department (LMD) annual training and other training required for the position.
  • Must adhere to the Code of Ethics and foster a Sexual Harassment-Free Environment.

CONDITIONS OF EMPLOYMENT: By submitting an application for employment with the Military

  • All LMD positions require in-office attendance. This is not a remote position.
  • Salary is paid by Electronic Funds Transfer (EFT) / Direct Deposit Only. A checking or savings account is required for employment.
