The Deputy Director of Library Services manages, plans, and provides direction and oversight for comprehensive department programs of the library system, including planning and coordinating activities, attending Board meetings, and performing other administrative duties and training functions in accordance with the mission, goals and objectives, as directed by the Library Services Director.
EXAMPLES OF DUTIES
Collaborates with departmental senior management team to analyze pertinent issues and develop recommendations for core business and strategic plans for the Department, consistent with the Board of County Commissioners' broader goals and objectives
Assists in developing goals and objectives through planning and research and preparing and presenting reports and studies to ensure compliance with County rules, policies and procedures, and Federal, State, and local laws regulations, codes and/or standards, as well as best practice standards for Public Libraries
Oversees the performance management process for the internal departments by meeting with departmental program managers regarding goals and objectives, financial and operational issues, as well as personnel management and providing guidance for departmental program managers including direct feedback on their performance
Communicates with County departments, other governmental agencies, the public, and the business and academic communities
Manages budgets in close consultation with the Director, Division Managers, and Branch managers by planning for and coordinating departmental budget preparation, as well as monitoring and managing expenditures throughout the year
Provides for the selection, training, professional development, and work evaluation of library services staff, authorizes discipline as required, and provides policy guidance and interpretation to staff
Regularly reports to the Director regarding status of system operations, including feedback from library managers, library staff, the public, and from other community organization
Works with the departmental program managers to develop and implement service performance measurement
Analyzes issues and prepares reports for the Director and/or stakeholders on topics related to trends and community needs that the library can assist meeting through access to technologies, learning resources, classes, interest groups, etc.
Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures, assesses and monitors the distribution of work, support systems, and internal reporting relationships, and identifies opportunities for improvement, and directs the implementation of change
Identifies new grant opportunities and coordinates ongoing administration, monitoring, and reporting for all active grant projects as required by funding sources and federal/state regulations by assuring compliance with requirements, monitoring and managing funds, and resolving conflicts between the County and funding entities
Prepares and directs the preparation of a variety of written correspondence, reports and presentations, procedures, and other written materials, maintains and directs the maintenance of working and official department files, monitors changes in laws, regulations, and technology that may affect department operations, and develops policy and procedural changes, as required
Confers with and represents the Department and the County in meetings with various governmental agencies, public groups, and the community, as needed
Builds and maintains positive working relationships with co-workers, other County employees, and the community
Manages special projects as directed by the Director
Performs other duties as assigned or required
TYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
Bachelor’s degree in Library Science, Information Science, Business Management, Business Administration, Public Administration, or a related field and at least six years of experience in a supervisory or management position and at least five years of budgetary experience; or a combination of education and experience equivalent to these requirements.
Licenses and Certifications:
Must possess a valid driver’s license from state of residence
Preferred Qualifications:
Master’s degree in Library Science, Information Science, Business Management, Business Administration, Public Administration, or a related field
Experience in grant management

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned.
Physical Requirements:
Positions in this class typically require sitting, standing, talking, hearing, seeing, finger and hand dexterity as well as repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
