About the Position





Join the City’s Human Resources leadership team in a pivotal role that helps shape the workforce, culture, and operations of our organization.

The Deputy Director of Human Resources - Talent and Operations serves as a key member of the HR leadership team, providing strategic and operational oversight across core HR functions. This role partners with department leaders to align human resources practices with organizational goals, ensures compliance with municipal policies and employment regulations, and fosters a high-performing, ethical, and inclusive workplace.

The Deputy Director leads major HR functional areas including operations, talent acquisition, classification and compensation, employee relations, workplace investigations, learning and development, and HR systems and technology. This position also plays a central role in advising leadership, managing cross-functional initiatives, and ensuring effective communication across departments and citywide.

Here's what you can expect to do:
  • Direct daily HR operations to ensure efficient, compliant, and customer-focused service delivery.
  • Oversee workplace conduct investigations, ensuring fairness, consistency, and confidentiality.
  • Develop and implement a comprehensive learning and development strategy aligned with organizational goals.
  • Advise executive leadership and department heads on organizational effectiveness, structure, and change management.
  • Lead implementation and optimization of HR technology systems and tools.
  • Develop and manage HR budgets, including personnel, training, and operational expenses.
  • Foster a collaborative, inclusive, and high-performing team environment.

Position Requirements

A Bachelor's Degree in Public Administration, Human Resources Management or Development, or a related field; and highly responsible and varied human resources management and development related experience which includes supervising employees, planning organizational strategies, and leading human resource functions.

Preferred candidates will have a related master’s level degree and knowledge of and experience in employee and organizational development; training and development; diversity, equity, and inclusion; labor relations; risk management; benefits; employment law; investigations; and recruitment and selection.
