🚀 Hiring: Deputy Executive Managing Officer (Deputy EMO) – Power & Utilities


📍 Rabigh, Saudi Arabia


Support the Executive Managing Officer in leading project company operations, ensuring compliance with contractual, regulatory, and reporting obligations, while contributing to the safe, reliable, and profitable performance of a major power and utilities asset.


What you’ll do:

  • Work alongside the EMO in executing company activities across strategy, operations, finance, governance, and compliance.
  • Ensure adherence to EPC, O&M, PPA, PWPA, and related project agreements.
  • Contribute to the monitoring of EPC and Owners’ Engineer performance, ensuring construction progress, quality assurance, and on-time, on-budget delivery.
  • Oversee aspects of O&M contract performance, availability, and reliability KPIs.
  • Maintain effective relationships with government authorities, lenders, insurers, offtakers, EPC contractors, O&M partners, and shareholders.
  • Monitor and provide input on budgets, insurance programs, statutory obligations, and reporting to the Board and financial partners.
  • Support HSSE management and foster a culture of “Zero Harm.”
  • Provide guidance to staff on daily operations, recruitment, training, and performance management, ensuring effective succession planning.
  • Contribute to Board preparations, progress reporting, and crisis management procedures.


What we’re looking for:

  • 10–12 years of progressive leadership in the power, utilities, or infrastructure sector.
  • Proven track record supporting large-scale EPC projects and operational asset management.
  • Strong knowledge of project agreements, corporate governance, and financial oversight.
  • Excellent communication and negotiation skills with experience engaging EPCs, lenders, regulators, and government entities.
  • Ability to provide stability in crisis situations, ensuring timely decision-making and effective reporting.
  • Bachelor’s degree in Mechanical, Chemical, or Electrical Engineering plus Business/Management degree (MBA preferred).
  • Familiarity with HSSE compliance, environmental standards, and utility best practices.
