Annual Compensation Range: $60,000 - $80,000 DOE

PRIMARY DUTIES
The Office of the Kansas Attorney General (OAG) seeks a Deputy Human Resources Manager to assist in with the full range of human resources services. This position will assist with the HR functions, including performance management, recruitment, benefits administration and counseling, compensation and position evaluation, organizational and employee development, records management, position budgeting, employee relations, FMLA, workers' compensation, and human resources information systems.
PRIMARY DUTIES:

Assist with the agency’s human resources function.

Assist the agency and its employees regarding personnel matters, including recruitment and selection activities, position classification and compensation, organizational development and training, payroll and record keeping, and employee relations.

Assist with the HR functional areas to optimize operational efficiencies and service delivery.

Assist with the agency's recruitment strategies, analyze recruitment metrics through data analysis, provide guidance and training to hiring managers on best practices in interviewing, candidate evaluation, and compliance with employment laws and state and agency policies, develop and implement innovative recruitment initiatives.

Assist with the performance management process, providing training, feedback, and guidance to supervisors regarding performance management practices.

Assist with conducting investigations, counsel employees and supervisors regarding disciplinary and grievance procedures by providing information on personnel policies and regulations, and recommending a plan of action.

Assist with the development and recommend personnel policies, practices, and procedures by reviewing and analyzing reports, applicable regulations, professional literature, and statistical data concerning all aspects of personnel administration.

Assist with identifying the agencies training needs related to supervisory and leadership development and regulatory compliance, including harassment prevention, ethics, and other related compliance issues, coordinate delivery of training, and track training completion for compliance-related issues.

Assist the current and prospective employees with information about policies, job duties, working conditions, wages, benefits, and training.

Ensure consistent and equitable application of personnel policies and government regulations by advising managers about applicable policies and regulations and enforcing the personnel rules and regulations of the State and agency.

The pre-employment screening process will be waived for current OAG personnel who have previously completed the screening requirements.

In this position, you would be authorized access to private information to the extent necessary to perform the assigned duties. Employees of the OAG are required to protect against unauthorized access to such information, ensure the security and privacy of such information, and disclose any anticipated threats or hazards to such information. Employees must be cautious not to release this information to the public or other individuals, including but not limited to OAG employees who have not been authorized or who do not have a legitimate organizational, departmental, or business need to know. Any questions regarding releasing such information to another person should be directed to the employee’s supervisor.

State of Kansas Tax Clearance Certificate. A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the Office of Kansas Attorney General. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.
