Overview:
The Data and Research in Education – Research Consortium (DARE-RC) project team at Oxford Policy Management is currently seeking a Deputy Programme Manager in the Education Research department on a fixed-term basis. The position will be located in Islamabad in Pakistan.

The project aims to generate timely, accessible evidence on key challenges in education service delivery in Pakistan, including improving access for girls and marginalised children, enhancing learning outcomes, strengthening teaching quality, and promoting accountability. It also focuses on ensuring research informs policymakers and building the capacity of local academic institutions and think-tanks.

Position Summary:
The Deputy Programme Manager is responsible for the day-to-day management of the DARE-RC project, ensuring that deliverables are delivered on time, within budget, and to OPM’s high-quality standards.

This role supports the Programme Manager in client engagement, financial oversight, reporting, procurement, and contract management while maintaining strong internal and external relationships.

The Deputy Programme Manager ensures operational processes, IT systems, and administrative workflows function smoothly, contributing to the overall success of the project and enabling the wider team to focus on research, policy impact, and capacity building.

As a Deputy Programme Manager you will:

Project & Programme Management

  • Carry out day-to-day management of the programme in coordination with the Programme Manager, Programme Director, and Project Administrator.

  • Ensure all project deliverables are submitted on time, to quality standards, and meet client expectations.

  • Maintain and update project trackers, delivery chain maps, and fixed asset registers.

  • Support preparation of quarterly and annual reports, including annexes such as VfM, risk register, and conflict of interest registers.

Financial & Administrative Management

  • Monitor project expenditure and prepare financial forecasts with the Project Finance Manager.

  • Support quarterly client invoices and ensure timely submission.

  • Review timesheets, subsistence claims, and supporting documentation prior to submission to Finance.

  • Ensure all procurement policies are followed and project records are auditable.

Stakeholder & Team Engagement

  • Build strong working relationships within DARE-RC, OPM Pakistan, and with FCDO counterparts.

  • Coordinate travel, security, and IT requirements in line with OPM policy.

  • Oversee contract management for all subcontractors, ensuring valid contracts, timesheets, and invoices.

  • Support the Programme Manager in ensuring all project team members comply with OPM requirements, including due diligence and internal processes.

Key Qualifications / Experience / Skills / Behaviours:
  • Required

    • Project management experience: minimum 2 years delivering projects across part or full lifecycle.

    • Strong project planning and delivery skills, including scope, time, quality, and stakeholder management.

    • Proficiency in Microsoft Office (Excel essential); high numeracy, accuracy, and attention to detail.

    • Sound written and verbal communication skills; able to summarise complex information clearly.

    • Strong organisational and multitasking abilities; able to manage operational and administrative project tasks.

    Desirable

    • Project Management qualification (e.g., APM Foundation) or equivalent experience with evidence of CPD.

    • Knowledge and experience of the international development sector.

    • Experience with project management tools and methodologies; familiarity with MS Dynamics advantageous.

    • Ability to influence stakeholders and build strong internal and external relationships.

    • Demonstrated problem-solving, decision-making, and collaborative working skills.
