Project Summary:
The anticipated Sindh Strategic Water Plan (SSWP), supported under the Sindh Water & Agriculture Transformation (SWAT) Project, aims to address Sindh’s urgent water‑related environmental, climatic, and socio‑economic challenges. The assignment will develop an integrated, province‑wide strategic water plan that includes scenario analysis, resource management strategies, and regional IWRM plans across short‑ (5‑year), medium‑ (20‑year), and long‑term (50‑year) horizons. Should CDM Smith be successful our pursuit of this assignment, the work will involve advanced modelling for water quantity and quality, institutional and governance strengthening, flood and drought risk management, irrigation and agricultural water assessments, and comprehensive analysis of existing data using tools such as HEC models, Flow‑3D or equivalent modelling platforms.
Position Summary:
The Deputy Team Leader (DTL) will support the Team Leader in managing and coordinating the multi‑disciplinary consulting team responsible for developing the Sindh Strategic Water Plan (SSWP). The role requires extensive technical expertise in water resources planning, strong project-management capability, and ability to work closely with government stakeholders, international specialists, and regional institutions. Should CDM Smith be awarded the contract, the Deputy Team Leader is expected to spend a significant amount of time over the 18 months duration of the project in Sindh Province for on‑the‑ground engagement, consistent with Tier‑1/Key Expert requirements.
Key Responsibilities:
Project Management & Coordination
- Support the Team Leader in day‑to‑day management of the SSWP consultant consortium.
- Coordinate technical inputs from thematic leads (WRM Planner, Environment, Agriculture, Modelling, etc.).
- Ensure adherence to project schedule, milestones, and deliverables as outlined in the TOR (Inception, Situation Assessment, Scenario Analysis, SSWP Draft, Resource Management Strategies, Regional IWRM Plans).
- Maintain close working relationships with the Client (SWAT PCMU) and relevant departments (Irrigation, Agriculture, Environment, PDMA, WASA, Local Government).
Technical Leadership
- Provide senior‑level technical oversight across water resources planning tasks.
- Contribute to development of the SSWP’s vision, strategic directions, scenario frameworks, and resource management strategies.
- Ensure integration of climate change, socio‑economic analyses, groundwater, water quality, flood/drought management, and institutional elements.
- Support harmonization of SSWP methodologies with national and provincial water policies and the evolving IWRM framework for Sindh.
Stakeholder Engagement & Capacity Building
- Support design and implementation of stakeholder engagement plans involving government agencies, civil society, AWBs, municipalities, and academic institutions.
- Contribute to capacity‑building programs for government staff as required in the TOR
- Facilitate consensus‑building processes for regional IWRM plans.
Quality Assurance & Reporting
- Assist in reviewing, consolidating, and finalizing key deliverables, such as: Inception Report, Stakeholder Engagement Report, Situation Assessment Report, Scenario Analysis Report, Draft and Final SSWP
- Ensure high-quality analytical outputs, cross-disciplinary consistency, and compliance with TOR specifications.
