We are seeking a highly skilled DevOps Engineer (Jira Platform Engineer) to serve as the technical owner and administrator of our Jira SaaS platform in a government cloud environment. The successful candidate will be responsible for configuring, integrating, and optimizing Jira to support enterprise Agile delivery, project management, and DevSecOps workflows.
This role will also play a key part in the migration from on-premise Azure DevOps and GitLab environments to Jira SaaS, ensuring smooth transitions and alignment with organizational standards and security protocols.
Administer, configure, and optimize Jira SaaS for enterprise Agile delivery and project management.
Design and maintain custom workflows, fields, issue types, screens, and automation rules in line with Agile frameworks.
Manage user permissions, roles, and security schemes to ensure compliance and governance.
Monitor Jira license usage, user growth, and performance metrics to optimize system efficiency.
Collaborate with procurement and finance teams to manage renewals, budget allocations, and license optimization.
Design and implement integrations between Jira and other enterprise systems such as GitLab, ServiceNow, and Okta, using REST APIs, webhooks, and automation scripts.
Develop scripts and automation pipelines (Python, PowerShell, or JavaScript) for seamless data synchronization and reporting.
Ensure integration performance, scalability, and compliance with enterprise security standards.
Troubleshoot and maintain integration reliability, documenting solutions and best practices.
Partner with the Agile Transformation Office to translate Agile practices into Jira workflows and templates.
Provide training and mentorship to Scrum Masters, Product Owners, and development teams on Jira best practices.
Support Agile reporting, metrics, and analytics (e.g., velocity, burndown charts, cycle time).
Facilitate the transition from Azure DevOps Boards and GitLab to Jira SaaS for government.
Bachelor’s degree in Computer Science, Information Systems, or related field (or equivalent experience).
3+ years of hands-on experience administering and engineering Jira (Self-hosted or SaaS).
Proven experience in developing custom integrations between enterprise tools (especially GitLab and ServiceNow).
Proficiency in REST API integration and scripting languages such as Python, PowerShell, or JavaScript.
Strong understanding of Agile (Scrum, Kanban, SAFe) and DevSecOps principles.
Experience managing enterprise tool migrations (e.g., from Azure DevOps or similar platforms to Jira).
Familiarity with the Atlassian ecosystem (Confluence, Bitbucket, and Marketplace Apps).
Experience working in a DevSecOps or Platform Engineering environment.
Knowledge of information security and compliance frameworks (FISMA, SOX, FedRAMP, etc.).
Prior federal government experience.
Atlassian Certified Professional (ACP-620, ACP-120, or equivalent) certification preferred.
Administration, configuration, and integration of Jira SaaS (Government Cloud) within the enterprise ecosystem.
Support the consolidation and migration from Azure DevOps and GitLab (on-prem) to Jira SaaS.
Develop secure, automated, and scalable integrations between Jira and enterprise systems (e.g., ServiceNow, GitLab).
Ensure end-to-end visibility and traceability across planning, development, and operations.
