Job Description:

The Nebraska Department of Health and Human Services, Office of Procurement and Grants within the Operations Division, is seeking a talented individual to fill the role of Contracts Administrator. This pivotal position offers essential support services to stakeholders throughout the agency, ensuring seamless operations and optimal service delivery.

What you will do as the Contracts Administrator:
  • Lead and develop a team of Deputy Contracts Administrators, providing coaching, workload management, and ongoing professional development.
  • Oversee post-award contract management, ensuring performance, compliance, and outcomes meet contractual, organizational, and government requirements.
  • Build and maintain strong supplier and stakeholder relationships; resolve complex vendor issues and lead negotiations or mediate meetings.
  • Monitor contract activity, analyze supplier reporting, and deliver clear, accurate performance and agency-level reports.
  • Support contract implementation and transition phases and maintain accurate, current contract documentation and management plans.
  • Conduct the pre-award contract evaluation process to support policy alignment and responsible use of taxpayer funds.
  • Lead or support agency-wide initiatives to improve contract oversight, operational efficiency, and fiscal accountability.
  • Serve as a key resource for contract policy, best practices, and process improvements, including training and inter-unit collaboration within the Office of Procurement and Grants.
  • Provide strategic advice to leadership and procurement partners throughout the contract establishment process.


Requirements / Qualifications:

Minimum Qualifications : Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, education, law or related field and one year experience in program planning, implementation, budgeting, monitoring, evaluating, marketing a program or service and supervising/managing staff. Related coursework, training and/or education may substitute for the Bachelor’s degree on a year-for-year basis

Preferred Qualifications : Bachelor's degree from an accredited college in business (i.e., accounting, finance, business administration, human or social services, management or related), Public Administration, Law or Supply Chain Management with 5 years or more of professional experience
OR 1+ years of related experience with a Master's degree in Business Administration (accounting, finance, or business administration and management), Public Administration, Supply Chain Management
ORA Juris Doctorate (JD) Applicable professional certifications will also be considered.

Other : Position is located on-site at the Nebraska State Office Building.

HIRING RATE: Salary may commensurate with education and experience if within fiscal constraints AND approved.


Knowledge / Skills / Abilities

Knowledge of: the principles and practices of management; business and management principles including planning, budgeting, resource allocation and human resources; the principles of grant writing and grant administration; the techniques of research, planning and evaluation; work performance or other standards of development; program analysis/evaluation; policy development.

Skill in: communicating to convey information so others will understand; performing quality assessment reviews and evaluating program effectiveness; identifying problems and developing options for solution.

Ability to: plan, assign, direct and evaluate the work of subordinate staff; learn, apply and interpret State and federal statutes and regulations relating to assigned program(s); learn, apply and interpret agency policies and procedures relating to the assigned program(s); develop and maintain effective relationships with program representatives and the public; apply instructions; implement objectives and performance goals; assess progress toward achievement of objectives and adherence with standards and/or policies; summarize program and administrative data/statistics into reports; formulate short-term plans; manage time and workflow of oneself and that of others to meet deadlines; demonstrate professionalism; operate basic computer software and hardware
