Digital Growth & Programs Manager

We are growing the team at Dubai Founders HQ, Dubai's newly launched phygital platform supporting startups and scaleups.

DFHQ - A joint initiative by the Dubai Department of Economy and Tourism (DET) and the Dubai Chamber of Digital Economy.


Job Objective

The Digital Growth and Programs Manager plays a pivotal role in overseeing the planning, coordination, and execution of Dubai Founders HQ’s (DFHQ) digital initiatives, alongside the delivery of select flagship programs.

Positioned at the intersection of business, digital operations, and program management, the candidate will be responsible for coordinating across several teams to ensure the definition, alignment, and delivery of business requirements for the DFHQ website and digital initiatives, ensuring alignment with strategic priorities.

In parallel, the role will own the end-to-end management of select flagship programs and support broader growth and engagement initiatives, ensuring strong alignment between platform capabilities, program delivery, and user acquisition.

Key Responsibilities

  • Lead the planning and coordination of DFHQ’s digital initiatives, ensuring alignment with strategic priorities.
  • Translate business needs into clear requirements and ensure prioritization and delivery across internal and external relevant teams.
  • Lead end-to-end management of select flagship initiatives, including partner relationships and performance management.
  • Oversee DFHQ Learning Hub content strategy and rollout.
  • Collaborate with community and growth teams to align platform and program priorities with DFHQ’s broader engagement strategy.
  • Coordinate with internal digital teams to optimize CRM and onboarding journeys, and user lifecycle management processes.
  • Manage cross-functional workstreams across digital platforms, program delivery, partnerships, operations, and community.


Key Skills and Experience

  • Bachelor’s degree in Business, Marketing, or a related field (Master’s preferred)
  • 8-10 years of experience in digital platform operations, product management (business side), growth, digital programs, or program management
  • Proven experience defining business requirements and working closely with cross-functional stakeholders to deliver digital programs and products
  • Experience driving user growth, engagement, or digital marketing initiatives linked to platform performance
  • Strong understanding of CMS platforms, web architecture, and digital user journeys
  • Experience in startups, e-commerce, digital platforms, or innovation ecosystems is a strong plus
  • Proven track record of successfully delivering complex cross-functional projects from conception to completion, on time, within scope, and within budget
