Job Tilte: Section Head - Digital Transformation
Job Objectives
Supervise the planning and implementation of digital transformation and process automation projects to deliver the Authority’s services, monitor their progress and completion, and ensure proper implementation and achievement of objectives through activating, developing, and updating various systems, software, and applications.
Leadership Responsibilities and Duties
Strategic Affairs
Prepare short- and medium-term operational plans and objectives for the Digital Transformation Section and align them with departmental and sector plans.
Develop policies and procedures for budgeting processes and ensure their implementation across all transactions of the Community Development Authority.
Financial Affairs
Prepare budgets for digital transformation of social services in accordance with approved procedures and templates and monitor implementation to ensure optimal utilization in line with financial policies.
Prepare the annual budget for the Digital Transformation Section, obtain the necessary approvals, and monitor budget execution to ensure optimal utilization in accordance with financial policies.
Development
Foster a leadership culture, manage and motivate employees, set objectives for them, review staff performance, recommend appropriate training programs, and provide guidance on resource management for Digital Transformation Section staff to achieve the overall objectives of the department and the Authority.
Operational Duties and Responsibilities

Supervise needs assessments to identify resources for process automation projects, procedures, systems, and smart applications, and plan the tools and mechanisms for developing and managing project plans in accordance with approved budgets at all implementation stages.

Manage electronic integration projects between the Authority and various entities in line with shared strategic directions and initiatives, submit recommendations on required new applications and systems or updates to existing systems, and follow up on implementation.

Monitor the identification of the scope of required transformations and changes in service systems, objectives, and requirements to define deliverables, achievements, and implementation timelines.

Supervise the development of IT systems and applications and ensure the use of the best possible standards and technologies based on user requirements and aligned with best practices.

Supervise the development, design, and testing of changes and new applications in existing systems and software packages and oversee their implementation.

Supervise technical solution development tasks to ensure the implementation of all new systems and their availability to users in line with development procedures and policies.

Ensure effective internal and external communication and the fulfilment of requirements, processes, and key stages for developing systems and smart applications.

Define key milestones for achieving digital transformation, monitor implementation procedures and progress, manage and follow up on the resources used (systems and software), review documentation of achievements in accordance with approved plans and timelines, and prepare relevant reports.

Prepare plans to measure the achievement of results and outputs of digital transformation projects as outlined in the Authority’s work strategy and define and approve digital process efficiency indicators.

Manage communication plans with stakeholders involved in digital transformation and process automation projects (including users, work teams, vendors, senior management, etc.) and coordinate periodic meetings to present updates and achievements.

Manage changes during digital transformation according to outputs at various stages and coordinate with organizational units and relevant external entities to keep them informed of updates.

Manage testing and technical evaluation processes for digital transformation and process automation outputs, ensure requirements are met, and/or prepare corrective action plans when needed to ensure compliance with objectives.

Anticipate deviations and manage performance issues in service delivery and attempt to resolve them without impacting workflow or the implementation roadmap, through continuous system and application testing.

Manage expected risks during digital transformation implementation phases and follow up on the development of appropriate corrective plans.

Establish a framework for vendor management by following policies and procedures and ensuring service delivery in accordance with agreed standards.

Continuously monitor and develop IT applications and supervise periodic and preventive maintenance of systems and applications used by the Authority.

Propose innovative technical solutions and applications and ensure their implementation based on business requirements and modern technologies in the field.

Comply with the Authority’s approved information security policies and procedures and ensure adherence to controls to maintain information confidentiality.

Perform any other tasks and responsibilities within the scope of the job.
Educational Requirements
Bachelor’s degree in information systems or an equivalent qualification.
Proficiency in both Arabic and English (spoken and written).
Experience Requirements
8–10 years of experience in digital transformation, automation, systems, and applications
