The Los Angeles County Office of Education is seeking an experienced strategic fiscal leader to serve as the Director, Accounting & Budget Development. LACOE is the largest regional educational agency in the nation, serving 80 school districts and over 1.3 million students across a diverse and dynamic region.

The Director, Accounting and Budget Development plans, organizes, directs, and evaluates the personnel and activities of the Accounting and Budget Development Division; oversees the accounting operations of the organization, ensuring accurate financial reporting and compliance with regulations; ensures that budget processes reflect prevailing best practices and are utilized as a strategic tool to drive organizational performance.

The Well Qualified Candidate Will Possess the Following

Knowledge:

  • Advanced principles and practices of governmental accounting, budgeting, financial forecasting, and auditing
  • Federal, state, and local laws, rules, and regulations as related to fiscal and program operations of public agencies including the California Education Code
  • Professional and ethical standards as outlined by the Governmental Accounting Standards Board (GASB) and Government Finance Officers Association (GFOA)
  • Principles and practices of systems design, implementation, and management of integrated Enterprise Resource Planning (ERP) financial and accounting software
  • Data extraction and analysis techniques
  • Principles of Enterprise Risk Management (ERM)
  • Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements

Required Education and Experience

Education: A bachelor’s degree in business administration, accounting, finance, or other field closely related to the job requirements of this classification from an institution of higher recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.

Experience: Six years of management experience in governmental accounting, budget, and/or finance, including three years in a supervisory capacity.

Additional Requirements: A valid CPA license and relevant experience related to the experience requirements within a school district or county office of education is preferred. A valid driver’s license and the availability of private transportation or the ability to obtain transportation between job sites is required.

Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19.

Selection Process

Candidates who meet the minimum requirements above will be invited to participate in an examination that may consist of a performance assessment and/or technical interview.

Candidates who pass all exam parts are ranked according to overall exam score and placed on an eligibility (hiring) list. Vacant positions are filled from the top three ranks. Eligibility lasts for 12 months; however, additional recruitment may occur under a separate bulletin with additional candidates being merged onto the eligibility list. Some positions that involve public contact may require bilingual proficiency for which selective certification may apply (Education Code 45277.5). In addition, the eligibility list resulting from this examination may be used to fill vacancies in related job classifications for which no eligibility list exists (Education Code 45272).
