Under the direction of the Vice President, Tribal Operations – OTC, the Director, Building Services and Tribal Events-OTC is responsible for strategic leadership and executive oversight for building administration, building services, and Tribal events. Directs staff in supporting all building management services for multiple tribally owned and operated buildings ensuring all facilities meet the highest standards for safety, sustainability, and cultural integrity while advancing operational efficiency and resources stewardship. Directs Tribal events strategy, ensuring alignment with the Nation’s vision, mission, values and community priorities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Provides executive oversight of multiple buildings and properties, including culturally significant sites. Establishes long-term strategy in space planning, sustainability, safety, and capital improvements, while ensuring compliance with health, safety, and environmental standards under Tribal and state law. Directs office relocations, renovations, and construction projects, serving as project manager for major building initiatives. Negotiates and manages vendor and service contracts. Oversees preventive maintenance and repairs in collaboration with internal departments. Maintains comprehensive knowledge of all Tribal community building layouts, square footage, and capacity to inform strategic planning and emergency preparedness, including oversight of evacuation plans and staff safety protocols during drills and emergencies.

2. Directs event management team by establishing policies, procedures, best practices for event operations and vendor management. Partners with the Tribal Council Culture Pillar to design and execute high-profile Tribal, staff, and community events aligned with enterprise vision, mission and values, including budget oversight, itinerary development, cultural activities, and other arrangements. Oversees planning and logistics for employee events, Tribal Community events, Tribal community gatherings, and private Tribal Citizen events at the Community Center, Park Pavilion, Amber Hills Park, and Arrowhead Springs.

3. Provides financial oversight for facilities and events, developing and implementing budget strategies to ensure fiscal accountability and cost-effectiveness. Manages event budgets, contracts, and vendor partnerships to optimize resources. Analyzes financial data to forecast and align current and future budgets with departmental objectives.

4. Serves as key liaison to executive leadership, providing strategic recommendations, presentations, and regular updates on building and event initiatives. Represents the department in high-level meetings involving building administration, building services, construction, and Tribal events. Oversees communications to Tribal Citizens, community members, and team members regarding road closures, construction impacts, and event notices.

5. Directs the administration of the Synergis access system for the Tribal community buildings and Tribal Citizen government IDs. Oversees issuance of new cards, access level authorizations, and system troubleshooting in coordination with DPS Access Control. Provides high-level guidance on policies and implementation plans for current or new systems.

6. Ensures compliance with Tribal law, regulations, and department policies and procedures. Provides leadership and oversight to administrative support functions, including management of phone system directories and auto-attendant updates. Ensures a high standard of customer service to Tribal Citizens, team members, and visitors.

7. Performs other duties as assigned to support the efficient operation of the department.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • Bachelor’s degree required.

  • Minimum of three (3) years of relevant career-level experience.

  • Minimum of seven (7) years in a supervisory or management role.

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

  • Ability to provide on-call support and ensure coordination of response teams in case of a building emergency 24/7 basis is required.

  • Demonstrated ability to lead multiple priorities and deliver results within aggressive timelines.

  • Demonstrated experience and advanced proficiency in Microsoft Office suite.

  • Proficient in Workday employee portals for financial management, payroll & human capital management.

  • Strong analytical and critical thinking skills to synthesize complex information from diverse sources and drive informed decision-making.

  • Strategic problem-solving capability, including evaluating options and implementing innovative solutions to address organizational challenges.

  • Ability to solve practical problems and deal with a variety of concrete variables where only limited standardization exists.

  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

  • Maintains composure and professionalism in high-pressure, fast-paced environments while fostering a culture of collaboration.

  • Excellent written and verbal communication skills to interact with Tribal leadership, executives, and external stakeholders.

  • Strong program and project management skills.

  • Effective time management and prioritization to meet goals and objectives.

  • Exemplifies a hands-on leadership style while empowering teams and promoting accountability.

  • Demonstrates diplomacy and emotional intelligence in providing and receiving constructive feedback.

  • Upholds the highest standards of confidentiality, discretion, and ethical conduct.

  • Experience working in Tribal Government is highly preferred.

LICENSES, CERTIFICATIONS AND REGISTRATIONS

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

  • Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS – ENVIRONMENT

  • Primary work environment is in a climate-controlled office setting.

  • Work requires travel to attend meetings, trade shows, and conferences.

  • Incumbents may be required to work evening, weekend and holiday shifts.

  • Must be able to work in a fast-paced, high-demand environment.

  • Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.

  • Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

  • Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.

  • Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.

  • Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.

  • Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.

  • Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.

  • Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.

  • The employee may be exposed to fumes or airborne particles including secondhand smoke.
