The Director of Capital, Planning and Construction has multiple enterprise areas of oversight to Include Enterprise Capital, Real Estate, Design & Construction, to include Master Planning,. The Director will report out to the Finance & Real Estate Committee of the Board of Directors, seeking committee approval for system capital as well as updates on projects their progress and the budgets, and schedules for them. Represents UC Health in the community in a variety of settings to include but not limited to critical government departments and agencies, regulatory agencies, and other various local enterprise collaboratives.

Responsibilities

System Capital Management:

  • Lead the enterprise capital management process, including annual budgeting across IT, Facilities, Clinical Operations, and other departments

  • Drive the development and execution of the system-wide 5-year capital planning strategy

  • Review, evaluate, and establish project scopes and budgets for all capital requests during annual planning and as new needs arise

  • Provide strategic oversight for the Capital Committee and core capital planning team

  • Develop and implement standardized tools and methodologies for evaluating capital investment proposals

  • Monitor and report on capital expenditures versus approved budgets to ensure transparency and accountability

  • Manage capital forecasting and scenario modeling to support executive decision-making

  • Partner with Facilities and Construction teams to oversee project timelines, budget compliance, and execution of major capital initiatives

Real Estate:

  • Facilitate the Real Estate Committee meetings with Senior Leadership

  • Lead the strategy, planning, acquisition, and management of real estate assets across the healthcare portfolio

  • Oversee site selection, lease negotiations, and property transactions for hospitals, clinics, medical office buildings (MOBs), and ambulatory care centers

  • Collaborate with healthcare operations, finance, and clinical leadership to align real estate decisions with business goals

  • Manage a portfolio of leased and owned properties to ensure compliance, cost efficiency, and optimal space utilization

  • Evaluate market trends, demographic data, and competitive intelligence to identify strategic growth opportunities

Design and Construction:

  • Direct day-to-day project management activities for internal project managers and external consultants related to programming, planning, and design of renovation and construction projects of varying size and complexity

  • Review detailed construction budgets, schedules, change orders, payment requests, subcontractor bids, and material quotes to maintain alignment with project scope, budget, and timeline

  • Ensure Interim Life Safety Measures (ILSM) and Infection Control Risk Assessment (ICRA) are reviewed, implemented, and documented before project start in accordance with UC Health policy

  • Manage the contractor training program, ensuring all contractor personnel complete UC Health training prior to on-site work

Qualifications

Minimum Required: Bachelor's Degree - Finance, Architecture, Engineering or Construction Management. Preferred: Master's Degree - Business, Finance, Healthcare Administration or equivalent. | LICENSE & CERTIFICATION: None required. | Minimum Required: 6 - 10 Years equivalent experience. Preferred: 11 - 15 Years equivalent experience.
