Join Qiddiya Investment Company as the Director - City Service Charge and Recovery, playing a pivotal role in shaping the financial framework of our ambitious entertainment and cultural project. With a focus on service charge strategies, this role is essential for ensuring fiscal sustainability while enhancing the visitor experience throughout this iconic development.

The Director will lead the development and implementation of city service charge policies, driving revenue recovery processes and ensuring that fees align with the services provided. You will work collaboratively with various departments to assess service delivery metrics, optimize operational efficiency, and establish a transparent and fair service charge structure.

Key Responsibilities

• Provide leadership of the design, development, implantation, and governance of a comprehensive service charge model across the City’s mixed-use assets. Ensure transparent, fair and compliant cost recovery that supports sustainable operations financial integrity
• Manage cost recovery mechanism and methodologies for all public realm areas
• Lead integration of the service charge model into wider corporate financial planning (budgeting) and asset lifecycle strategies
• Lead the benchmarking activity of service charge levels against market standards and industry best practices
• Develop an integrated cloud-based system with the ability to update, manage, analyze and visualize data in near real-time
• Lead the development of service charge reports, dashboards, and performance KPI’s for senior leadership
• Lead a high performing team, promoting a culture of excellence, integrity and continuous improvement

Requirements

• A minimum of 15+ years of relevant experience in Managing service charges, cost recovery models or finance is required, preferably with experience with Giga projects (operational)
• Deep understanding of O&M cost structures, utilities, property/service charge regulations, and lifecycle costing
• Knowledge of IFRS, RICS service charge code etc
• Experience working in a high-pressure environment with a strategic mindset and strong problem-solving skills
• Strong capability in financial modelling, governance, ERP systems and service charge frameworks
• Proven experience of working in cross-functional teams and with senior stakeholders
