Key/Essential Functions & Responsibilities

  • Provides effective leadership, collaborating with program and regional leadership to ensure implementation of person-centered, individualized plans for all persons supported following appropriate levels of supervision and safeguards.

  • Ensures programs across the region provide appropriate mental health, social work and behavioral care, services and/or supports to the people supported, in accordance with all applicable rules and regulations through collaboration with clinical and program staff and external providers.

  • Oversees and ensures compliance with Department of Developmental Services (DDS), Regional Centers, Community Care Licensing (CCL) and other applicable regulations and with best practices relating to clinical services provided by the multi-disciplinary team including mental health, behavior support and social work.

  • Participates in the development and implementation of operating procedures and systems and regularly reviews existing policies and procedures, making recommendations for changes to support continuity of care and consistency in clinical services across the region.

  • Directly supervises QBMPs, Clinical Supervisors and Social Workers across the California region; trains, counsels, disciplines and regularly assesses work performance through ongoing check-ins and observations to ensure scope of practice is being met and required trainings are up to date.

  • Provides administrative oversight of professionally licensed clinical consultants supporting other clinical needs of persons supported (psychiatry, occupational and physical therapy, speech, etc.) and ensures appropriate tracking and approval of consulting hours.

  • Assesses and ensures clinical staffing and coverage by creating schedules, managing time and attendance, assigning responsibilities and participating in development of an organized recruitment plan, interviewing and selecting of clinical staff and/or consultants to support clinical needs in collaboration with the HR department.

  • Ensures clinical team provides appropriate training and oversight for program staff in their areas of practice and provides ongoing clinical supervision, oversight and training to clinical staff in professional discipline.

  • Works collaboratively with other regional leaders to ensure that all residential staff receive appropriate training, clinical supports and/or supervision (e.g. RBTs) to support quality clinical care and appropriate use of electronic and other systems used to document clinical and related services and information.

  • Serves as master user for Behavior Agent system and facilitates all enhancements, changes and training relating to the system in coordination with Behavior Agent and vendors, as needed; creates and facilitates Behavior Agent trainings for California residential staff.

  • In collaboration with regional leadership, evaluates and monitors clinical needs, identifying unmet needs, implementing solutions and revisions to correct issues and deficiencies, introducing new initiatives or updating services as program and individual needs change; amends program design documents and specifications for existing and new programs, as needed.

  • Monitors, reviews and provides feedback regarding care and treatment plans for persons supported and regarding interventions, data collection, assessments and/or follow-ups in collaboration with clinical staff, program leadership, circles of support and other stakeholders.

  • Stays abreast of applicable Federal, State, Local, regulatory and agency regulations, maintaining awareness of changes and remains current with trends in the I/DD field; participates in agency or trade organization committees and other related committees, conferences and/or seminars.

  • Remains current with developments and new interventions or ideas relating to clinical services through research and/or continuing, professional or other education in professional discipline and maintains awareness with regard to other clinical disciplines.

  • Reads, analyzes and interprets applicable Federal, State and/or Local government regulations and standards, memoranda and correspondence from DDS, CCL, and/or Regional Centers and works collaboratively with QCE staff to develop systems and forms to comply with regulatory and agency policies and procedures.

  • Actively participates in, leads and/or organizes regional and clinical meetings or committees including but not limited to: Incident Review Committee, Human Rights Committee, Safety Committee, Informed Consent Committee, Clinical Consultation Committee and Agency Director Meetings; may prepare agendas, plans, obtain trainers, coordinate schedules and/or document meetings.

  • Oversees the completion and maintenance of all paperwork and written records related to individual clinical interventions or services including but not limited to treatment records, progress reports, data collection, behavior reports, corrective action plans, special incident reports (SIRs) and written communication systems.

  • Reviews data collection for the program through Behavior Agent and/or Digital Agency (DA) as applicable, or other electronic systems and provides training as necessary to program staff to ensure accurate billing, if applicable.

  • Assists with compiling, analyzing and/or reporting data, including data related to the evaluation of outcomes and success, on a regular or ad hoc basis for internal requests or for external agencies.

  • Facilitates all program audits across the California region, reporting on site to applicable program(s) for duration of DDS and Regional Center audits, when applicable.

  • Leads in person-specific clinical meetings and case conferences or participates in meetings as part of the interdisciplinary team in person or virtually, to ensure streamlined and top-quality care for individuals; completes or ensures timely completion of follow-up items or recommendations.

  • Provides coverage, regularly performing clinical duties and responsibilities as a QBMP in applicable job descriptions, as needed and as authorized for discipline.

  • Serves as Administrator-on-Call (Available/On Call Supervisor) with other program leadership or for clinical coverage on an as needed basis, when necessary.

  • Complies with and ensures compliance with all Federal, State, Local and other relevant regulatory agency requirements, including the Health Insurance Portability and Accountability Act (HIPAA) and cooperation with appropriate entities in any inspection, inquiry or investigation (e.g. DDS, CCL, Regional Centers).

  • Performs all other duties as assigned.

Salary: $130k to $140k

Minimum Qualification Requirements including education, experience, licensure/certification, etc. and essential physical capabilities (e.g. lifting, assisting lifting, standing, etc.)

  • Holds and maintains Board Certified Behavior Analyst (BCBA) issued by the BACB and meets the requirements of a QBMP in the State of California; and

  • Five (5) years of experience working with individuals with Intellectual and Developmental Disabilities (I/DD) including experience with individuals in crisis, co-occurring diagnoses or mental health conditions, which includes or is supplemented by at least three (3) years of supervisory/administrative experience in a clinical setting and/or supervising professional staff; or

  • Satisfactory equivalent combination of education, experience and/or training.

  • Ability to respond to calls and programmatic needs beyond regular work hours/be on-call as needed.

  • Ability to travel to programs across the state of California as needed and on a regular basis when providing coverage or other supports for program(s) and to other locations including YAI headquarters, on occasion.

  • Valid Driver's License

  • Extensive knowledge of developmental disabilities, cooccurring behavioral/mental health diagnoses and clinical syndromes.

  • Knowledge of applicable Federal, State, Local and oversight agency regulations including Titles 22 and 17.

  • Holds (or obtains through employer-provided training) Ukeru and CPI certifications and recertifies annually.

  • Proficiency with computers and electronic systems, including email, utilizing Workday and related systems to complete essential tasks.

  • Master user-level experience or equivalent expertise with Behavior Agent system.

  • Exceptional oral and written communication and presentation/training skills.

  • Exceptional supervisory and leadership skills and ability to effectively manage, coach and support teams through hands-on support.

  • Flexible, cooperative, highly organized team player with the ability to manage time and work autonomously, to successfully handle multiple priorities and meet deadlines.

  • Ability to work in a stressful environment and to deal with behavioral/mental health crises as they occur.

  • Experience in the I/DD field in the state of California
