Job Summary
The purpose of this role is to support the executive leadership of HICT to lead the hospital's digital transformation strategy and implementation roadmap anchored in cloud-first platforms and AI-enabled care and operations through rigorous business case development, vendor/tender evaluation, and executive stakeholder management to implement the strategic plan. The role also shapes the AI/automation and use-case roadmap and cloud migration paths; aligns initiatives to enterprise/business architecture, data/information governance; and drives change management and benefits realization across assigned hospital and corporate departments. The role includes providing technical expertise to HICT leadership to architect and implement the hospital's cloud infrastructure and AI technology platforms that enable digital transformation through robust platform engineering, infrastructure automation, and technical solution delivery. The role designs and builds enterprise cloud foundations and AI/ML infrastructure; establishes technical standards for platform architecture, security frameworks, and operational excellence; and ensures scalable, reliable, and compliant technology platforms across hospital and corporate systems
Key Accountabilities

Lead business case development and financial analysis for digital, cloud and AI/automation initiatives including cost[1]benefit analysis, ROI/payback periods, Total Cost of Ownership (TCO), and sensitivity analyses to secure sound, value[1]driven investment decisions aligned with clinical and operational priorities.

Shapes portfolio demand and prioritizes modern digital use cases (e.g., clinical decision support, predictive analytics, AI/ML diagnostic tools, automation, digital front door) by clarifying problem statements, outcomes and OKRs; conducting option analyses and applying prioritization criteria to enable timely governance approvals.

Support on providing tender and vendor evaluation for various digital solutions including cloud services (SaaS/PaaS) and AI/ML platforms including RFP/RFI development, evaluation criteria/scoring, demos/POCs, capability and reference checks; negotiates terms/SLAs/pricing including data residency, security and model governance clauses to ensure compliance and value-for-money.

Develop and design high level executive presentations, dashboards and board papers showcasing transformation progress, KPIs and value realization metrics; translates complex technical concepts into compelling business narratives to support effective decision-making by C-suite executives and governance committees.

Serve as strategic partner to the HICT Executive Leadership by co-developing cloud and AI strategies and budgets; provides subject matter expertise on digital transformation; deputizes in executive forums as required to maintain strategic alignment and sponsorship.

.Oversee implementation tracking and benefits realization through structured plans, post-implementation reviews and variance management. Establishes measurement frameworks including MLOps for AI model performance monitoring, drift detection, bias assessment and explainability to confirm delivery against approved business cases.

Conduct comprehensive market analysis and competitive intelligence on hyperscalers/cloud roadmaps, AI/GenAI trends in healthcare, peer hospital benchmarking and strategic partnership opportunities to inform digital strategy, technology selection and innovation roadmaps.

Ensure governance and compliance alignment with enterprise/business architecture standards, National Information Assurance, Qatar Privacy Laws, AI & data ethics policies, model risk management, privacy/security frameworks and procurement policies. Maintains comprehensive audit trails for cloud risk management (data residency, vendor exit strategies, resilience) to meet internal and regulatory requirements.

Drives adoption through change management strategies, ensuring sponsorship and measurable clinical and operational outcomes.

10 years of experience in IT consulting, digital transformation, or healthcare technology out of which 4 years in healthcare sector implementation AI projects
