Director - Educator Certification - Conduct & Investigations

Job Location: This position will be located at 205 Jefferson St., Jefferson City, MO 65101.

Responsibilities - What you’ll do
  • Oversee, manage, and evaluate the DESE Conduct and Investigations section and personnel.
  • Maintain working knowledge of relevant state and federal regulations to help ensure organizational compliance.
  • Oversee the data mining and appropriate transference of all educator background check results from the Missouri Automated Criminal History Site to the DESE Web Applications system.
  • Receive, interpret, and process all criminal history results received from the Highway Patrol Rapback system.
  • Coordinate with the Missouri State Highway Patrol/Criminal Justice Information Section to resolve background investigative inquiries.
  • Monitor and evaluate (Non-DESE) background investigations and cases; initiate correspondence and/or requests for court documents and additional information.
  • Manage and supervise the entry and maintenance of all background and discipline electronic files and entries into the Educator Certification system database.
  • Act as liaison to school district administrators, universities/colleges, and individuals by providing ongoing assistance, training, and updates regarding fingerprinting, background checks and disciplinary procedures via telephone, personal contact, and e-mail.
  • Prepare and lead monthly background clearance review meetings.
  • Coordinate with the DESE General Counsel’s office to provide and help interpret supporting documentation for educator discipline.
  • Coordinate with Missouri State Attorney General’s office to provide updated supporting documentation for initiating and processing educator disciplinary actions.
  • Coordinate with the FBI to obtain fingerprint-based background check information that is otherwise unavailable via the MACHS system.
  • Monitor and update the (NASDTEC) national educator discipline database (Missouri entries) and DESE system records accordingly.
  • Assists with preparation of case files for DESE general counsel and the Attorney General’s Office.
  • Discuss and provide input to the Coordinator and Assistant Commissioner regarding standards and regulatory changes.
  • Demonstrate regular, reliable, and engaged attendance.
Qualifications - All you need for success Minimum Qualifications:
  • Bachelor’s Degree from an accredited college or university with a major in criminal justice, an academic discipline or elementary/secondary education, or a closely related field.

OR

  • Associates degree from an accredited college or university with a major in criminal justice, an academic discipline or elementary/secondary education, or related fields and two or more years of professional experience in fingerprinting and background procedures, compliance and investigations.

OR

  • Four or more years of professional experience in fingerprinting and background procedures, compliance and investigations.
