We believe that in-person services are the best way to serve our clients, both directly and through essential operational support. This position requires in-person attendance with a team at 1 Brooklyn clinic location with some travel in support of the CCBHC Project.
Certified Community Behavioral Health Clinic (CCBHC) Core Services includes:
- Crisis mental health services including 24-hour mobile crisis teams, emergency crisis intervention, and crisis stabilization; Screening, assessment, and diagnosis including risk assessment; Patient-Centered treatment planning or similar processes, including risk assessment and crisis planning; Outpatient mental health and substance use services; Outpatient clinic primary care screening and monitoring of key health indicators and health risk; Targeted case management; Psychiatric rehabilitation services; Peer support, counselor services, and family support services; and, Intensive community-based mental health care for members of the armed forces & veterans.
Position Summary
The Director for Criminal Justice Initiatives leads the strategic development, practice implementation, and quality/reporting oversight of IDCC’s justice-involved behavioral health services within the CCBHC division. This leader builds critical and deliberate relationships with criminal justice referral sources (courts, probation, parole, re-entry programs, CJ agencies, etc.), coordinates internal teams of direct service providers (psychiatric providers, peers, therapists, case managers), ensures compliance with regulatory and grant requirements, monitors data collection and reporting, and creates new pathways for individuals impacted by the justice system to access high-quality integrated co-occurring, coordinated treatment. The Director must demonstrate clinical trauma informed excellence and understanding with evidenced based practices for individuals impacted by the justice system and provide subject matter expertise on training topics for re-integration and rehabilitative needs.
The Director carries a mission beyond compliance — to restore dignity, hope, and opportunity for individuals returning to their communities after incarceration. The Program Director will embody IDCC’s belief that every person deserves access to comprehensive, compassionate care that promotes recovery and reintegration. Knowledge of the importance for trauma informed services is required.
JOB DESCRIPTION:
- Cultivating and maintaining excellent relationships with stakeholders from City and State government agencies, non-profit organizations, prosecutors, defense attorneys, judges, and directly impacted individuals and communities to identify, refer, and engage individuals eligible for CCBHC justice-involved services.
- Develop relationship with local pretrial services and alternative to incarceration programs to promote and identify availability of services
- Work with MOCJ’s Policy and Justice Operations Department, via Diversion and Transition Initiatives, assist in developing and implementing new interventions to address unmet diversion needs of people with open criminal legal system cases
- Create and maintain sequential intercept model to identify points of access to care for Criminal justice involved participants
- Oversee a multidisciplinary team including peers, therapists, case managers, and clinical staff to ensure clients receive the full array of CCBHC services (assessment, MAT, counseling, recovery support, case management).
- Collaborate directly with senior leadership to align justice-involved programs with IDCC’s clinical and operational strategy.
- Ensure accurate and timely submission of all required documentation: court reports, monthly/quarterly state and federal reports, grant deliverables (e.g., NYS CCBHC, SAMHSA, NYC OUD), and internal compliance audits.
- Develop, track & monitor, and analyze key performance indicators (KPIs) such as engagement, service utilization, and recidivism reduction to evaluate program effectiveness and impact and provide strategic recommendations for practice improvement.
- Lead program development: identify gaps in services, design new justice-involved initiatives, manage budgets, staffing, and program outcomes.
- Ensure program compliance with all relevant regulatory standards including CCBHC requirements, OASAS, OMH, HIPAA, and grant terms.
- Ensure ongoing audit readiness for all criminal-justice-related programs, maintaining up-to-date documentation, consents, and confidentiality protections per HIPAA and 42 CFR Part 2.
- Provide training and supervision to team members on trauma-informed care, justice-involved best practices, harm reduction, motivational interviewing, and culturally competent services.
- Collaborate with internal departments (Quality, Compliance, Legal, Finance) to align justice-involved services with organizational standards and fiscal sustainability.
- Represent IDCC in external forums, community coalitions, and various tasks force focused on criminal justice, behavioral health, re-entry services, and equity.
- Work collaboratively with the CCBHC Interdisciplinary Team as well as external agencies and community stakeholders.
- Attend all required management and staff meetings and complete all CCBHC and organizational training.
- Promote a culture of excellence and integrity consistent with IDCC’s mission and values.
Qualifications:
- Bachelor’s degree in Social Work, Psychology, Criminal Justice, Public Health or a related field; Master’s preferred. LMHC/LCSW highly preferred.
- Minimum 5–7 years of progressive experience in behavioral health services, preferably with justice-involved populations.
- A thorough knowledge of the criminal justice system in New York City including its operations and actors.
Preferred Experience:
- Ability to provide thought leadership on areas of emerging concern including prevention, informed by knowledge of the day-to-day operations of criminal justice processes and the criminal justice system in New York City.
- Proficiency and direct experience with data upload and reporting in LOCADTR.
- Knowledge of regulatory and grant requirements (e.g., SAMHSA, OASAS, OMH, NYC DOHMH, and other NYC agencies) and experience in data/outcome reporting.
- Experience with integrated services for adults and teens coming from the criminal justice system.
- Experience with, but not limited to, MI, Harm Reduction, MAT, trauma informed care, and other evidence-based training.
- Proficient with word processing, electronic health records, and electronic communications.
- Well organized with strong time management skills.
- Ability to work in a fast-paced, multi-site environment and to travel between clinic locations.
- Basic knowledge regarding multi-system involvements for vulnerable populations.
- Enthusiasm and self-motivation regarding identifying client needs and obtaining related resources.
- Experience in providing crisis management in a justice impacted environment.
- Experience navigating behavioral health systems and substance treatment systems.
- Able to work independently and as a member of a team.
- Excellent interpersonal skills, including being able to maintain a professional temperament with both clients and colleagues.
