Organizational Background

Horizons Greater Washington (HGW), an affiliate of Horizons National, advances educational equity by building long-term partnerships with students, families, communities, and schools to create experiences outside of school that inspire the joy of learning. HGW supports over 400 students in grades 1-9 with year-round programming and support.

Working in partnership with our families, sending schools, and host schools, HGW is committed to developing the whole child through experiences that build problem-solving skills, foster awareness of community responsibility, instill respect for self and others, encourage a lifelong interest in learning, and inspire a meaningful, choice-filled life. The program begins when a student enters first grade and extends until they enter ninth grade, allowing for a rewarding long-term relationship between a diverse set of learners and the nurturing staff who work with them every summer.

Location

This position is hybrid remote and in-person throughout the year. During the academic year, the expectation is to be in person for once-weekly staff meetings and events as needed. During the five-week Summer Academy, there will be more in-person events meetings and orientations with temporary staff at our three Summer Academy sites. Our offices are located at 3000 Cathedral Avenue NW, Washington, DC 20008.

Work Hours and Schedule

This is a full-time position, 30 hours per week.

Compensation and Benefits

The pay range for this position is $75,000 to $90,000 annually. The position comes with benefits including health, dental, vision, life, and short- and long-term disability insurance, and 401k, 10 paid holidays, in addition to the week off between Christmas Day and New Year’s Day, and 15 equivalent days of Paid Time Off (PTO).

Position Description

The Director, Human Resources is responsible for overseeing all aspects of Human Resources functions within the organization. This role involves developing and implementing HR strategies, policies, and programs to support the overall business objectives. The HR Director also serves as a strategic partner to senior leadership, providing guidance on employee relations, talent management, performance management, and compliance with labor laws.

Job Responsibilities

Strategic Management

  • Develop and implement HR strategies, initiatives and policies aligned with the overall business strategy.
  • Function as a strategic advisor to senior management regarding key organizational and management matters.

Recruitment and Onboarding

  • Leads and oversees recruitment effort.
  • Work with departments to develop accurate job descriptions and revise such job descriptions as necessary.
  • Generate a qualified pool of applicants for job openings through appropriate avenues of employment outreach.
  • Develop and manage interview process, including initial screenings of applicants.
  • Manages employment offers and onboarding.


Benefits Administration

  • Manage benefits administration to include appropriate benefit design, evaluation, and negotiation, selection of vendors, and relationship with benefits broker.
  • Maintain all benefit plan documents and ensure adherence to applicable law.
  • Design and execute the open enrollment process.
  • Serve as the 401(k) plan administrator, ensuring compliance with ERISA and following appropriate fiduciary duties. Monitor plan operations and work closely with the recordkeeper to ensure plan rules are followed.
  • Manage time off programs including short-term and long-term disability and DC Paid Family Leave.

Employee Relations

  • Manage all aspects of employee relations, including conflict resolution, performance management, and disciplinary actions.
  • Evaluate employee concerns and take appropriate actions.
  • Develop an atmosphere of trust to ensure employees feel comfortable bringing issues to the HR department.
  • Coach and mentor managers to assist them in carrying out their responsibilities on HR matters.
  • Conducts exit interviews.

Compliance

  • Ensure compliance with federal and state labor laws and regulations.
  • Develop and maintain HR policies and procedures to ensure consistency and fairness.
  • Regularly audit company procedures, practices and documents to identify improvement opportunities or maintain compliance.

Payroll

  • Process payroll accurately and on time for all employees, including calculating wages, deductions, and benefits, ensuring compliance with federal, state, and local regulations.
  • Ensure accurate and timely communication with payroll to ensure employees receive correct compensation and benefits coverage.
  • Support employees with all payroll and benefit-related inquiries.

Training

  • Supports internal training and development programs.
  • Manage annual anti harassment training.
  • Manage annual code of conduct training.
Requirements:

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related HR certification
  • SHRM-CP or HRCI-PHI certification preferred
  • Minimum of 7-10 years of experience in HR leadership roles, with a focus on strategic HR planning and execution
  • Solid knowledge and understanding of all aspects of human resources principles, practices, procedures, and documentation
  • Must have the ability to conduct sound investigations concerning employee relations and have a sound knowledge of strategic HR processes
  • Strong knowledge of federal and state labor laws and regulations
  • Self motivated, result-oriented individual able to complete assigned tasks within appropriate timeframes in a fast-paced environment independently
  • Strong analytical, problem-solving, and project management skills
  • Strong general business and HR acumen and have the ability to maintain confidence and integrity, persistence, and follow-through
  • Proficiency in HRIS systems, Microsoft Office Suite and Google Suite
  • Experience with Paylocity preferred
  • Non-profit experience a plus

Environmental and Physical Conditions

The environmental factors and/or physical requirements of this position include the following: While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-20 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard. The employee frequently is required to be in one position for long periods of screen use, reach with hands and arms, and talk and hear both in person and over devices. May be in situations which require conflict resolution. The position works in an office environment with artificial light and air.
