To establish, lead and direct the architecture and implementation of Naufar’s Information Technology (IT) strategy, in order to effectively and efficiently develop and deliver fit-for-use IT infrastructure, integrated business solutions and IT support services to support Naufar’s strategy and objectives
KEY ACCOUNTABILITIES:
Corporate Strategy
-
As a member of the senior management, lead the development of the strategies and plans for the Information Technology department and support in the development of the Operations division strategy to ensure that Naufar executes its mission effectively, achieves organizational objectives and realizes its vision.

Lead the translation of Naufar’s overarching strategy into business plans for the Information Technology Department and ensure effective performance monitoring and management, in order to achieve department’s strategic objectives.
Leadership
-
Ensure the achievement of the departmental strategic objectives by setting priorities and objectives for direct reports, managing performance, developing a highly qualified talent pool and motivating them, and providing strategic direction, in order to maximize performance, improve productivity and reach operational excellence.

Work closely with the Assistant COO to raise employee awareness and commitment to Naufar’s vision, mission, values and corporate strategy, in order to increase workforce engagement.
Organization Structure

Define efficient and effective organization structure for the department in coordination with the Organization Development and Human Resources to ensure optimum resource utilization, fast decision-making and better communication among staff.
Budget Planning

Provide direction on department’s budget preparation in line with the department’s annual business plan.

Ensure effective and continuous monitoring of financial performance of the department against its budget so that the organization is aware of anticipated costs and/or revenues, is able to identify areas of unsatisfactory performance, and can capitalize on potential improvement opportunities.
Enterprise Architecture

Manage effective conceptualization and implementation of IT architecture, in order to ensure consistency and optimization of IT operations.

Direct and guide the continuous improvement of IT architecture, systems and processes, in line with the latest global technologies and IT standards.

Ensure compliance of IT systems with relevant international standards and local laws and regulations, especially with respect to information security and data privacy.
Demand and Delivery Management

Direct and guide the comprehensive translation of business needs into IT projects and ensure timely, quality and efficient execution, in order to ensure effective IT support to other departments. Ensure adherence to time, cost and quality, in order to ensure efficient and effective delivery of services.

Monitor quality and quantity of IT capacity to ascertain meeting current and future demands.
System Development

Provide overall direction to the system development team to direct and lead the effective analysis of user requirements, development/enhancement of IT systems as per business priority in order to ensure effective IT services management in accordance to business requirements.
IT Operations and Support
-
Direct and oversee IT operations so that they meet and exceed the service levels agreed with users and conforms to relevant technical and security standards within budgeted cost.

Provide overall direction to infrastructure management team in order to ensure effective establishment and maintenance of a scalable and agile IT infrastructure that meets emerging and changing business requirements.

Provide strategic direction on infrastructure related upgrades, both from system and network perspectives, to facilitate optimum service delivery.

Ensure implementation of IT security policies and systems to safeguard and protect all IT operations ensuring the reliability and integrity of data.
IT Performance Management

Ensure effective development and implementation of quality assurance and control processes and Service Level Agreements (SLAs) to facilitate provision of high quality IT services in accord with defined quality standards and SLAs.

Ensure effective execution of IT audits, and collaboration of all relevant parties to achieve defined quality standards.

Direct the development and management of IT services sourcing strategy and vendor management policies & guidelines, in order to ensure meeting IT requirements in accordance with statutory and Naufar’s policies with optimum benefits to the organization.
IT Projects and Programs

Based on the IT strategy and annual plan, evaluate the viability of IT projects and develop a prioritized project list based on commercial feasibility and Naufar’s business requirements.

Develop the IT project methodology and framework including development of detailed project scope and user requirements, required resources, outsourcing strategy, cost schedule, risk management plan, testing plan etc., to ensure project gets execution within the quality, time and approved costs.
Professional/Academic Qualifications:
-
Bachelor’s degree in Computer Science, IT engineering or equivalent from a reputable university.
Experience:
-
12 years of relevant IT experience in healthcare industry, with at least 5 years of experience in a managerial role.

Strong knowledge on IT Governance and best practices such as ITIL, COBIT or ISO 20000.
-
Knowledge of the healthcare sector in Qatar.
