Director - International Programme Delivery

ABOUT THE INTERNATIONAL OFFICE

Delivering global ambitions of the UAE’s leadership, the ADPG senior management envisioned the creation of international offices. The International Office is a business unit of AD Ports Group (ADPG) to accelerate its expansion globally, supporting the growth synergy and focuses on developing projects that support the five pillars of ADPG, the 5 business clusters namely Ports, Maritime, Logistics, Digital and ECFZ. Beginning with exploring growth opportunities, ensuring due diligence, and developing project opportunities that triggers growth patterns for all clusters and thus ensuring a balanced growth structure for the whole company and the wider economy of this country. International Office currently spreads in 3 main geographical regions – Africa, Middle East, and Central Asia. ADPG now has presence in almost 40 plus countries. Some well-established operations, some developing projects and some markets are just opening. International Office (IO) acts as the Central bolt connecting these 5 clusters, bringing them together for projects that benefit the overall growth of trade and industry in these regions.

JOB PURPOSE

Management of the Program Delivery Department and overall responsibility for the successful delivery of the Abu Dhabi Ports Group International Projects Portfolio in accordance with Project Objectives. #


  • Responsibilities: Key Responsibilities

    Programme & Project Delivery

    Lead end‑to‑end international programme delivery in line with project and company objectives.

    Manage the full delivery ecosystem, including Program Management, Project Controls, Construction Compliance, and Design Implementation functions.

    Develop the Project Execution Plan and delivery strategy aligned with the business implementation roadmap.

    Oversee all phases of the project lifecycle—from initiation, planning, and execution to commissioning and handover.

    Support procurement activities, including evaluation and selection of service providers and contractors.

    Manage contractor and service provider performance to ensure successful delivery of project commitments.

    Ensure all international projects adhere to ADPG’s corporate governance, standards, and delivery frameworks.

    Assess programme risks from both regional and international perspectives and provide mitigation strategies and recommendations to senior leadership.

    Oversee programme controls, ensuring accurate data management, analytics, reporting, and forecasting.

    Manage interfaces and dependencies across international projects and cross‑functional teams.

    Provide HSE leadership across all international construction activities, aligning with ADPG HSSE governance and global standards.

    Deliver executive‑level reporting on programme progress, risks, and performance improvement initiatives.

    People Leadership

    Lead, coach, and inspire high‑performing programme delivery teams through clear goals, expectations, and performance standards.

    Drive organisational design and staffing for Programme Delivery and Project Controls functions.

    Lead talent planning, recruitment, KPI setting, and development planning aligned with portfolio needs.

    Strategic Responsibilities

    Provide strategic direction and governance for project delivery across ADPG’s international portfolio.

    Develop effective project delivery strategies that support Group and business‑unit objectives.

    Advise project sponsors and executive management on alignment with strategic goals, risk exposure, and performance outcomes.


Qualifications: KNOWLEDGE & SKILLS

Bachelor's degree in Engineering, Construction Management, Project Management or a related field. Master's degree is a plus

Professional certifications (e.g., PMP, LEED, Chartered Engineer) are advantageous.

Proficiency in English (written and spoken).

Knowledge of additional languages is highly advantageous.

Minimum of 15 years of relevant experience in in a similar role.

Proven experience in delivering construction projects in the assigned country.

Experience as a senior project manager or in a programme management position.

Working in a multi-disciplinary engineering environment.

Preferably have work in both construction and consultancy organizations.

Cultural sensitivity and adaptability.

Strong interpersonal skills and the ability to collaborate effectively with individuals at all levels of the organization.

Experience in project management including the ability to plan, execute and oversee projects from concept to implementation.

Strong problem solving and critical thinking skills to identify and address complex challenges and opportunities and make data-driven decisions.
