Summary:

Presbyterian Healthcare Services (PHS) is seeking an experienced and strategic IT Procurement Director to lead technology sourcing and vendor management across both the Health Plan and Delivery System. This enterprise-level role will drive value, mitigate risk, and ensure technology procurement aligns with PHS mission, business goals, and digital transformation priorities.

The Director will manage sourcing and contracting for IT hardware, software, telecom, cybersecurity, digital health platforms, cloud services, and professional services. The role will collaborate closely with IT, Cybersecurity, Finance, Compliance, and Legal teams, and serve as a key liaison to the CIO and CISO organizations.

Responsibilities:

Strategic Leadership:
Develop and execute enterprise-wide IT procurement strategies covering Health Plan and Delivery System needs.

Partner with CIO, CISO, and business units to understand technology roadmaps and align procurement accordingly.

Influence early-stage planning and investment decisions, ensuring procurement is integrated into IT project lifecycle.

Co-own/develop application and technology rationalization strategy, roadmaps with accountability on savings delivery.

Partner with IT leadership and IT finance on development of cost back/show back models.

Sourcing & Contracting:
Lead end-to-end sourcing and negotiation of complex IT agreements including software licenses, SaaS, IaaS, cloud, managed services, and enterprise platforms (e.g., Epic, Workday, Salesforce, etc.).

Drive total cost of ownership analysis, vendor consolidation, and cost optimization initiatives.

Ensure adherence to contracting policies, regulatory compliance (e.g., HIPAA, SOC2, BAA), and risk mitigation standards.

Supplier Relationship Management:
Develop strategic relationships with key IT vendors to drive innovation, service performance, and issue resolution.

Implement vendor performance scorecards, service-level tracking, and escalation protocols.

Governance & Analytics:

Establish and manage IT procurement KPIs, savings tracking, and spend analytics dashboards.

Support internal and external audits related to IT sourcing, compliance, and third-party risk.

Team & Stakeholder Engagement:
Lead a team of IT sourcing professionals (if applicable) and collaborate cross-functionally with Legal, Finance, Security, and Business Owners.

Educate stakeholders on procurement policies, contract lifecycle management, and best practices.

This business is to be conducted in the State of New Mexico

and is NOT a remote option.

Additional Job Description:

Bachelors degree in Business, Supply Chain, Information Systems, or related field

MBA or relevant master preferred

Minimum 8-10 years of progressive experience in IT procurement preferably within healthcare or regulated industries.

Demonstrated experience negotiating enterprise technology and digital health contracts.

Strong understanding of healthcare IT, provider and payer systems (claims, analytics, care mgt), EMR/EHR platforms, ERP, CRM, Digital solutions, AI/Automation and cloud computing.

Deep knowledge of technology contracting, including licensing models, subscription pricing, data privacy, and IP ownership.

Familiarity with healthcare compliance requirements (HIPAA, HITECH, BAA) and cybersecurity frameworks.

Exceptional stakeholder engagement, negotiation, and vendor management skills.

Proficiency with eProcurement and contract management tools.
