What you will be doing: Reports to the center director. Directly supervises the secretary I/quality assurance clerk, outreach assistant, admissions counselors, and career transition services (CTS) specialists. Responsible for the overall management of the outreach & admissions and career transition services (OA/CTS) contract in compliance with government and management directives.
Essential functions:
- Plan, coordinate and manage the total administrative and programmatic activities of the OA/CTS project.
- Coordinate with corporate, center, and DOL personnel to ensure efficient operations including contract compliance, audits, and assessments.
- Assist with establishing plans, procedures, systems, goals, and objectives to ensure contract compliance and achievement of DOL established outcomes.
- Recommend and execute final decisions on contract, budget, organization, program, and administrative matters in accordance with the decision analysis table (DAT).
- Hire staff, provide staff training, evaluate staff performance, and implement organizational incentive programs and personnel actions in accordance with the DAT.
- Establish goals for staff and each field office within the parameters of the overall contract goals; develop action plans to assist staff in meeting established goals.
- Stay current with center statistics and maintain continuous contact with the centers to coordinate efforts, discuss problems and develop resolutions.
- Establish and maintain close contact with media, community, civic, government, employment, and social service organizations to promote acceptance and involvement with the Job Corps program.
- Manage and conduct the development of linkages with employers, schools, military recruiters, job training programs, human services organizations, and community organizations.
- Analyze, coordinate, and implement control of reports and policies and procedures.
- Direct the activities of the admission counselors ensuring timely recruitment of students to maintain the contracted component at strength.
- Assess effectiveness of job development and marketing efforts and establish alternatives where appropriate; manage creative strategies of job development for placement of graduates.
- Attend meetings of chambers of commerce, labor organizations, employer groups, and business organizations; market Job Corps in the business community.
- Assess and audit department regularly for contractual compliance and quality of services to students; prepare reports on audits and assessments.
- Track, analyze, and manage contract performance to ensure operation meets performance standards.
- Promote the development of career success standards by modeling appropriate behaviors, mentoring students when necessary and monitoring both positive and negative behaviors through interventions.
- Support, promote, and enforce the Job Corps’ Zero Tolerance Policy.
- Maintain accountability of staff and property; adhere to safety practices.
- It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.
Education & experience:
Bachelor’s degree in human services, psychology, counseling, education, social science, business, communications, or closely related field, and two years’ related supervisory experience; or associate’s degree in human services, psychology, counseling, education, social science, business, communications, or closely related field, and four years’ related supervisory experience. Experience with youth, excellent written and verbal communication and computer proficiency required. Valid driver's license with acceptable driving record.
