About Us

The Division of Rehabilitation and Liquidation (Division) is one of 13 divisions within the Florida Department of Financial Services. It serves as the Receiver of insurance companies that are placed in receivership, primarily for purposes of rehabilitation or liquidation. Under an order of rehabilitation, the Receiver seeks to remedy the problems that resulted in the company being placed into rehabilitation. In liquidation, the Receiver collects all assets of the company and ultimately distributes the available assets to claimants under a statutory prioritization. In both instances, the Receiver is responsible for conducting business on behalf of the company that has been placed in receivership. This process entails providing an array of services which include Accounting, Administrative Services, Asset Recovery, Claims, Estate Management, Information Technology, and Legal functions.

Position Summary:

The Division is seeking a Director of Administrative Services. This position oversees the Administrative Services Section which includes Human Resources, Contract Administration, General Services, and Records Management. The duties and responsibilities include:

  • Serves as a strategic member of the senior management team.
  • Plans and directs the Administrative Services Section which includes the below functions:
  • Human Resources: Recruitment, classification and pay, benefits, payroll, performance management, employee relations, compliance, and organizational development.
  • Contract Administration: The procurement of goods and services necessary for the effective operations of the Division.
  • General Services: Mail services, safety, security, facilities, facility/warehouse leases, equipment and building maintenance, fixed assets, purchasing and other duties.
  • Records Management: The systematic creation, preservation, and disposal of company records.
  • Advises Division Administration regarding strategies, initiatives, policies, and programs related to Administrative Services and insurance companies in receivership.
  • Partners with business leaders to understand organizational priorities and develop a talent management strategy that supports business objectives.
  • Shapes a high-performance culture focused on quality, productivity, and workforce excellence.
  • Reviews, develops, and enforces policies and procedures related to Administrative Services.
  • Develops, implements, and monitors performance objectives, strategic plans, and metrics to meet operational goals and comply with regulatory mandates.
  • Builds employee relations operating model, systems, and processes to align with goals.
  • Serves as the primary investigator for complex employee relations matters and advises leadership regarding legal risks and compliance in employee-related issues.
  • Coordinates with external counsel to provide support for employment litigation and acts as the primary liaison for compliance reviews by government agencies, audit teams and other entities.
  • Oversees and manages budgets, contracts, and systems for Administrative Services.
  • Coordinates appropriate liability and insurance benefits for the Division.
  • Plans, develops, and coordinates the disaster response/mitigation programs of the Division.
  • Travels to insurance companies in receivership as required.

Salary Range:

The hiring salary range for this position is$100,000 - $115,000 per year.

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university in legal studies, human resources, business administration, or related field and seven years of professional experience as a supervisor of human resources, employment law, employee relations, employment dispute resolution, mediation, legal administration, or administrative services, or
  • A Juris Doctor from an accredited college of law, member of the Florida Bar, and five years of professional experience as a supervisor of human resources, employment law, employee relations, employment dispute resolution, mediation, legal administration, or administrative services.

Preferred Education and Experience:

  • A Juris Doctor from an accredited law school and active membership in the Florida Bar.
  • At least five years of professional experience as a supervisor of human resources, employment law, employee relations, employment dispute resolution, mediation, legal administration, or administrative services.
