What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. New hires are typically brought into the organization between $122,000-$170,000. We also offer generous benefits for full-time employees which include but are not limited to:

The City and County of Denver has announced furlough days, or unpaid days off, for most employees to meet a budget shortfall in 2025. There are two fixed furlough days for all limited (temporary positions with an end date) and unlimited (permanent) employees on August 29th, the Friday before Labor Day, and November 28th, the day after Thanksgiving. If you receive an offer for this position, your annual pay will determine whether you are required to take additional furlough days. Details will be discussed during the offer process for selected candidate(s).

Location & Schedule

In this position you can expect to work all on site Monday- Friday, standard business hours with the ability to respond to emergencies that may happen during nights, weekends, and holidays. This individual will report in person to Denver International Airport.

Reporting to the Senior Director of Maintenance, Airport Services, the Director of Airport Services – Compliance will lead and direct the Compliance and Management section of Airport Services at Denver International Airport. Airport Services is responsible for supporting, managing, planning, organizing, and overseeing the compliance, contract administration, and performance monitoring programs for a diverse portfolio of operational service contracts. This includes janitorial, waste management, pest control, window cleaning, snow removal, and other airport service programs that are critical to delivering a world-class passenger experience.

The successful candidate will play a pivotal role in implementing and enhancing DEN’s compliance frameworks while ensuring optimal performance across all service contracts. This is an extraordinary opportunity for a highly skilled leader who is committed to excellence and thrives in a fast-paced, dynamic airport environment. The Director will collaborate closely with the entire airport community to include airline partners, concessions partners, Customs and Border Protection, Transportation Security Administration, as well as with internal and external stakeholders, to achieve success in alignment with the Maintenance Strategic Plan, Vision 100 and the SOAP (Serving Our Airport Patrons) pillars. This position will be responsible for performance and program oversight, managing budget and expenses, developing and implementing projects and programs that will improve their performance.

Key Responsibilities

  • Comprehensive Compliance Management & Oversight
    • Lead and direct the development, administration, and operations of compliance and contract monitoring programs.
    • Analyze performance data to inform decision-making, driving accountability and innovation in alignment with DEN’s strategic plans.
    • Develop and maintain Standard Operating Procedures (SOPs) for compliance activities, ensuring scalability, repeatability, and continuous improvement.



  • Strategic Business Planning and Analysis
    • Partner with senior leadership to implement compliance strategies that support Vision 100 growth and SOAP service culture.
    • Develop innovative practices to streamline processes, mitigate risks, and enhance transparency in contract management.
    • Provide financial and performance analysis to optimize contract efficiency and service delivery



  • Contract Administration & Procurement Alignment
    • Oversee compliance for multi-million-dollar service contracts, including renewals, audits, and corrective actions.
    • Partner with Procurement and Finance on RFPs, change orders, budget alignment, and vendor accountability.
    • Establish and support divisional goals and objectives, measuring progress against established benchmarks.



  • Operational Performance & KPIs
    • Implement dashboards, inspection programs, and trend analysis to ensure vendor compliance.
    • Monitor and report on key KPIs for contractor and employee performance.



  • Leadership & Team Development
    • Lead, coach, and mentor a team of administrators, program managers, and compliance specialists.
    • Establish performance expectations, champion continuous improvement, and develop opportunities for professional growth.
    • Foster a culture of integrity, transparency, and recognition across the compliance team.



  • Stakeholder Engagement & Collaboration
    • Serve as the primary liaison for compliance matters with Airport Services, Procurement, Finance, Operations, and Maintenance.
    • Collaborate across multiple DEN divisions to align compliance performance with airport-wide strategic objectives.
    • Represent Airport Services in audits, reviews, and external benchmarking opportunities.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Five (5) years’ leadership experience managing airport maintenance or operations related contracts, functions and teams, to include leading employees responsible for managing teams.
  • Knowledge of and experience with innovative technologies and information systems
  • Five years’ experience in contract and program management specific to facility and operational services.
  • Experience in building collaborative relationships with contractors and federal partners such as Transportation Security Administration.
  • Experience in building collaborative relationships with employees and contractors
  • Willingness and ability to work


Required Minimum Qualifications

  • Education Requirement: Bachelor's Degree in a related field based on a specific position(s).
  • Experience Requirement: Five (5) years of experience in aviation operations, aviation management, or experience with large hub airport or military facility management, which must have included management of subordinate supervisors.
  • Education and Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post- high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certification Requirement:
  • By position, requires a valid Driver's License at the time of application.
  • Licenses and certifications must be kept current as a condition of employment.
