The Director is responsible for the day-to-day management and direction of the Maryland Building Codes Administration (BCA) unit. The Director reports to the Commissioner of Labor & Industry (or their designee) and works at their direction in administering the BCA unit, developing policy, engaging with stakeholders, and implementing the unit's programs and initiatives. These programs include consultation, investigation, evaluation, planning, design approval over sight, technical training of local code officials, waiver authority, promulgating regulations through adoption and revision of building codes, advisory board management, and inspection of building construction for the purpose of assuring compliance with specifications and drawings in connection with off-site building systems and related construction projects. These activities are pursuant to statutory requirements for the Statewide Building and Housing Codes: Industrialized Buildings and Manufactured Homes, Maryland Building Performance Standards, Maryland Performance Code, Maryland Building Rehabilitation Codes, and Maryland Swimming Pool and Spa Standards, Maryland Accessibility Code (MAC).
Oversees the adoption and updating of the Model Performance Code, Maryland Accessibility Code, the Minimum Livability Code, the Maryland Building Performance Standards, the Maryland Building Rehabilitation Code, and the Maryland Swimming Pool and Spa Standards. Reviews, mediates, reconciles, and recommends to the Commissioner (or their designee) denial or approval of waiver requests, regarding statutory programs such as the Maryland Accessibility Code, Industrialized Building and Mobile Homes Act, and the Minimum Livability Code.
Oversees and manages the Industrialized Building/modular and Manufactured/Mobile Homes Act, adopts and updates the regulations that govern the enforcement, inspection and certification of these programs. Ensures that all industrialized/modular buildings constructed for location in Maryland conform to the preemptive state model performance building codes and standards. Responsibilities include ensuring the review and approval of engineering and architectural construction documents and independent third-party quality assurance submittals are done timely. Provides training to local building officials to inspect the installation and set-up of modular buildings in their respectful local jurisdictions.
Establishes, interprets and enforces statewide mandatory minimum requirements that will provide a reasonable degree of accessibility and usability of buildings and facilities by individuals with disabilities.
Serves as a resource to local jurisdictions and building officials, and oversees codes training throughout Maryland, as it relates to the IBC, IRC, IECC, ADA and MBRC. This is done continuously via meetings with local building officials. Coordinates training programs with the Maryland Building Officials Association and Governor's Office for Individuals with Disabilities. Workshops are given Statewide to reinforce the purpose, scope, and application of this code.
Seeks out and oversees the application and implementation of Federal Grants, charging of fees for services/revenue, and the development, preparation and monitoring of the Maryland Codes Administration operating Budget. Manages the routine operation of the Codes Administration, prepares the annual work plan, provides guidance and direction to the professional and clerical staff, develops and implements procedures for all regulatory programs, and assists in preparation of the annual budget.
Develops and implements new related legislative programs for the Department, including analyzing and developing recommendations.
Reviews proposed legislation, prepares necessary responses, fiscal notes and testimony. When appropriate, provide testimony before the General Assembly.
Attends and addresses conferences and seminars to share information regarding the Building Codes Administration and serves as the Department's representative on councils and workgroups addressing issues relating to standards development at the request of the Commissioner (or their designee).
Works with state agencies and private sector groups to assist in compliance with changes in state and local government codes, regulations and program changes.
Performs other duties as assigned by management.

Education: Graduation from an accredited high school (or successful completion of G.E.D.)
Experience: Seven years of experience in overseeing building construction, building code administration or enforcement.
Note Substitution:
Bachelor's or graduate degree from an accredited educational institution in
construction management, engineering, or architecture can substitute for three years of the required experience.
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Fluent knowledge and application of building codes
Experience training or coordinating training for code officials, inspectors, design professionals, or regulators on laws, codes, or standards
Experience drafting, reviewing, amending, adopting, and/or promulgating regulations
