Role Overview

We are seeking a seasoned Commissioning and Start-Up Director to lead our commissioning efforts in the Neom Green Hydrogen Project. This pivotal role will be responsible for ensuring that all systems are installed, validated, and operational per company standards and client specifications. The role encompasses Renewable Energy in the form of Wind Turbines, Solar PV Farm, BESS, OHTLs and the Green Hydrogen Elements Ammonia Plant. You will oversee the integrated CSU activities across the Power Elements Sites, delivering green energy to safely commission and start-up the Ammonia Synthesis plant to deliver product via the bespoke jetty to marine carriers, whilst mentoring a diverse team of managers, engineers and technicians, creating an environment that fosters innovation and excellence.

This is a KSA site-based (Duba, Tabuk Region, KSA) position working on an 8 Weeks ON / 2 Weeks OFF rotation, with a mid rotation 3 days break.

Responsibilities

  • Oversee the commissioning process from initiation through completion, ensuring the EPCC Turnkey Green Power projects and the EPC Green Hydrogen/Ammonia Project comply with our rigorous standards of quality and performance guarantees.
  • Maintain and implement Commissioning Execution Plans, including resource allocation, CSU Level 3 schedule, and budget management.
  • Lead and mentor a team of commissioning managers, engineers and technicians, fostering a culture of continuous improvement and accountability.
  • Coordinate with project managers, Engineering teams, and subcontractors to ensure seamless integration of commissioning activities within project timelines.
  • Conduct thorough inspections, validation and performance tests on all equipment and systems, documenting results and recommending corrective actions as necessary.
  • Facilitate training sessions for project personnel and clients on system operations and maintenance.
  • Ensure compliance with all relevant codes, standards, and regulations throughout the commissioning process.

Required and Preferred Qualifications
Required:

  • 15+ years of experience in commissioning for large-scale industrial or commercial projects, ideally with HV Electrical/Green Energy Project experience and complex process system CSU.
  • Strong understanding of mechanical, electrical, and DCS delivery.
  • Proven ability to lead multidisciplinary teams and manage complex projects under deadlines.
  • Excellent organizational, communication, and leadership skills.

Preferred:

  • Engineering Degree with relevant site-based experience.
  • Experience with energy efficiency and sustainability initiatives within commissioning processes.
  • Expertise with relevant commissioning and completions software and tools.

Technical Skills and Relevant Technologies

  • Advanced knowledge of commissioning standards and protocols.
  • Proficiency in project management tools and methodologies
  • Experience with Integrated commissioning of Green Power Plants, Power Utility Companies (SEC) and complex EPMS/DCS controls to facilitate seamless CSU of the ramping Green Ammonia Circuit into steady state operation.
  • Experience of complex process systems, including but not limited to;

Hydrogen production by Alkali Water Electrolysis

Multi train gas compression

Ammonia Synthesis, Ammonia storage and export via jetty systems

Air Separation Unit
