POSITION TITLE: Director of HR & Financial Services
STARTING DATE: ASAP
QUALIFICATIONS: Candidates must possess a minimum of a Master's degree and New York State School District Administrator (SDA) or School District Leader (SDL) certificate by the time of appointment.
- Minimum of two (2) years of experience in school business administration, governmental accounting, and/or human resources.
- Thorough knowledge of current human resource and labor relations principles and practices.
- Thorough knowledge of New York State Civil Service laws, rules, and regulations.
- Thorough knowledge of Education Law, school district policies and procedures, and educational personnel practices.
- Ability to communicate effectively both verbally and in writing.
- Ability to plan, organize, and supervise the work of others.
- Ability to maintain accurate records and prepare clear, comprehensive reports.
- Demonstrated professional and personal integrity, tact, resourcefulness, and sound judgment.
RESPONSIBILITIES: Twelve month position with benefits serving as Director of HR & Financial Services for the
district. Position plays a vital role in the financial and human resource operations of the Tonawanda City School District. This position assists with the oversight of business functions such as budgeting, payroll, grants management, and compliance reporting. In addition, will coordinate all human resource functions for the district, including personnel administration, fringe benefits, and health insurance programs.
- Assist in preparation, monitoring, and administration of the district's annual budget.
- Manage investments, state/federal aid, cash flow and grants management.
- Assist in managing reserves and maintain a debt schedule.
- Coordinate and supervise all personnel-related tasks, fringe benefits, and health insurance administration.
- Administer COBRA, HIPAA, and FMLA in compliance with applicable regulations
- Ensure compliance with New York State Education Law, Civil Service rules, and district policies.
- Assist in labor relations and contract administration, including collective bargaining analysis and contract implementation.
- Prepare financial statements, budget projections, state/federal reports, and audit documentation.
- Prepare reconciliations for Board of Education review.
- Maintain accurate personnel and financial records, ensuring confidentiality and integrity.
- Collaborate with administrators, department heads, and union representatives on financial and personnel matters.
- Serve as liaison to the city tax collector.
- Supervise clerk typist.
- Perform other tasks as assigned by the Superintendent.
