JOB SUMMARY
The Director Payroll and HRIS is responsible for leading the strategic development, implementation, and management of the organization's HRIS and payroll function and systems. This includes, but is not limited to, overseeing payroll processing, ensuring compliance with federal, state, and local regulations, optimizing HR technology systems, and driving HR data analytics. This position will work closely with HR, Finance, Information Resources teams to ensure seamless integration and reporting.

EXPERIENCE AND EDUCATION
Required
Education
Bachelor's Degree in Human Resources, Information Systems, Business Administration, Accounting, or related field.
Experience
8 years of progressively responsible experience to include
5 years in HRIS and payroll management role.
Experience working with HRIS software, Peoplesoft, and Kronos timekeeping.
Proven experience with payroll compliance, tax regulations, and multi-state payroll.
May consider additional years related experience in lieu of education.

JOB DUTIES
Payroll Management:
Directs and manages payroll organization for providing accurate and timely processing of the payroll for ensuring the integrity of financial and accounting system.
Oversees tasks necessary to accomplish payroll processing objectives, including relationships with human resources, accounting, operations, legal, internal/external auditors, and state and federal agencies.
Oversees the timely and accurate processing of payroll, earnings and deductions. Ensures the accurate deduction and remittance of garnishments, child support, IRS levies and court orders as administered.
Supports payroll management by resolving all payment issues with benefits, human resources, consultants, technical resources, etc.
Responsible for all payroll tax activities, compliance with local, state, and federal regulations, and ensuring timely filings of each jurisdiction's periodic returns. Addresses/resolves non-resident alien tax issues. Reports state and federal payroll quarterly taxes in timely and accurate manner.
Reviews pending Human Resource forms that impact Payroll/Benefit; Verifies direct deposit and positive pay file sent to bank; Reviews Teacher Retirement System & ORP reporting; Oversees retiree insurance payment process; Ensures payrolls are submitted timely for reimbursement.
Understands Kronos and Peoplesoft technology in relation to payroll processing.
HRIS Management
Leads the HRIS team in the implementation, configuration, and management of the organization's HR technology solutions.
Oversees HRIS system updates, upgrades, and troubleshooting.
Ensures data integrity, security, and confidentiality across all HRIS systems.
Collaborates with Information Resources and external vendors to integrate HRIS with other enterprise systems (e.g., timekeeping, benefits administration).
Develops and maintains HRIS reports, dashboards, and analytics for management and HR teams.
Continuously evaluate and recommend improvements to HRIS processes and tools to enhance efficiency.
Team Leadership and Development
Leads, mentors, and develops a team of HRIS and payroll professionals.
Fosters a collaborative work environment with cross-functional teams (HR, Finance, Information Resources) to align HRIS and payroll processes with business goals.
System Optimization & Strategy
Establishes payroll and HRIS strategy and vision to align with HR and other institution initiatives.
Evaluates and selects HRIS and payroll software providers, negotiate contracts, and manage vendor relationships.
Compliance and Reporting
Ensures compliance with all federal, state, and local laws as well as Institution policy and procedures regarding payroll-related activities.
Responsible for remaining current on new legislation and regulatory ruling impacting payroll. Designs, maintains and documents effective internal controls for the payroll functions.
Collaboration & Communication
Interacts on a regular basis with the senior management and external customers for integrating solutions that address the institution‿s goals.
Collaborates with Information Resources to prioritize and resolve both proactive and reactive IR support for all components of our systems, as well as multiple inbound and outbound interfaces. Communicates systems issues with management.
Develops, maintains, updates and communicates organization-wide policies and processes.
Develops and maintains effective relationships with vendors, banks, and government agencies.
Performs other duties as assigned.
