The essential functions of this position within the organization are to assist the County Manager and Assistant County Managers in directing, supervising and coordinating the activities of the departments, divisions and offices of County government, and to direct and oversee County human resources operations. Including administration and procedures related to personnel management; writing and enforcing policy, regulations and statutes; developing and administering budgets; and performing related administrative functions, including reporting.
Essential Duties and Responsibilities
  • Supervises staff, including collaborating on establishing staffing standards, selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, recommending termination; prepares periodic employee performance evaluations.
  • Collaborates with the County Manager and senior management to develop short- and long-range plans; oversees implementation of plans to ensure adherence to organizational standards, policy and procedures, and to make adjustments as needed.
  • Directs the County personnel program, including recruitment, examination and selection, for diverse occupational groups.
  • Administers provisions of County personnel policy, administrative code and applicable ordinances of policies and procedures.
  • Directs the Learning & Development Division, ensuring County employees are trained on annual compliance based training as well as maintain training standards for job growth.
  • Develops, presents, and defends departmental budget requirements; oversees and approves expenditures and prepares financial forms and reports as required.
  • Monitors workers compensation, health, pension, and unemployment claims.
  • Manages training division and works with Risk Division to ensures compliance to all federal, state and local training requirements for employees.
  • Directs the Benefits and Wellness Division to ensure health and wellness programs and events are implemented.
  • Manages administrative matters such as conducting research or studies, preparing routine or special reports, developing and administering training, or providing for staff technical or professional growth.
  • Attends and/or conducts staff and other professional meetings and conferences to exchange information; attends technical or professional seminars or conferences to improve professional skills.
  • Personnel team oversees employee recognition events as well as other County employee events.
  • Performs other duties as assigned.
Minimum Requirements
  • Bachelor’s degree in public or business administration, employment law, or a closely related field.
  • A master’s degree is preferred in Human Resources or a closely related field.
  • Requires ten years of related experience, including extensive experience in human resources in an administrative capacity.
  • Requires at least five years in supervisory role in human resources field.
  • SHRM-CP/SCP is preferred but not required.
  • Requires a valid State of Florida Driver’s License.
  • Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job

Employees may be required to perform duties, including the employee’s normal work function or other emergency support functions as deemed necessary by the County, as assigned before, during, and after hazardous weather or state of local emergency.
