The Company

A well-capitalised master developer in the UAE is seeking an experienced Procurement Director to establish and lead a centralised procurement function supporting a diverse portfolio of large-scale development projects.


This is a strategic yet highly operational leadership role, reporting directly to the Chief Operating Officer, with responsibility for procurement activities spanning master planning through to handover.


The Role

The Procurement Director will be accountable for defining and executing procurement strategies across multiple projects and sectors, ensuring robust commercial oversight, compliance, risk mitigation and value creation across the full project lifecycle, from master planning to handover.


Key responsibilities include:

  • Developing and implementing end-to-end procurement strategies aligned with corporate, commercial and project objectives
  • Leading procurement for consultants, contractors, subcontractors and suppliers, including tendering, bid evaluation and award recommendations
  • Establishing robust procurement processes, governance frameworks, KPIs and reporting mechanisms
  • Partnering closely with project, commercial, legal and finance teams to ensure alignment on budgets, contracts and delivery
  • Driving value engineering initiatives and cost-optimisation strategies across the project lifecycle
  • Overseeing vendor pre-qualification, performance management, audits and strategic supplier relationships
  • Managing procurement risk, compliance, ethics and adherence to parent-company and regulatory standards
  • Building, leading and developing a high-performing procurement team


The Successful Applicant

The successful candidate will be a senior procurement professional with deep experience in major developments and complex construction environments, ideally within the Middle East.


Key requirements include:

  • Minimum 15 years’ experience in procurement within real estate development, master planning or construction
  • Proven experience on large-scale or mega-projects, delivering complex procurement packages
  • Strong leadership capability with experience managing and developing teams
  • Excellent commercial acumen, contract negotiation and vendor management expertise
  • Demonstrated ability to operate at both strategic and hands-on levels
  • Bachelor’s degree in business, supply chain, logistics or engineering (MBA or Master’s preferred)
  • Professional procurement certification (CIPS, CPSM or equivalent) advantageous
