Position Description







The Harris County Tax Assessor-Collector’s Office (HCTO) is seeking an experienced and dedicated Director of Projects and Facilities Management to oversee a variety of facilities-related projects, from initiation to closeout, while simultaneously identifying and implementing process enhancements across HCTO’s operations. The Director of Projects and Facilities Management will also oversee the HCTO’s Distribution Center (DC) Warehouse and mailroom, ensuring efficiency in inventory management, distribution, and mail processing. This role requires a strategic thinker with project management and process improvement expertise to develop and implement strategies that align with the office's overall business objectives and develop plans to help mitigate risk to the HCTO. Reporting to the Chief Administrative Officer, the Director of Projects and Facilities Management will collaborate closely with other departments, such as facilities and property management, procurement, and customer service to ensure seamless integration and coordination of HCTO facilities projects.

About the Tax Assessor-Collector
The Harris County Tax Assessor-Collector’s Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government, handling various financial and administrative tasks, including:
  • Property Tax Collection: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
  • Motor Vehicle Services: Manage commercial and residential vehicle registration, issue license plates, and handle vehicle title transfers, including the collection of associated fees.
  • Voter Registration: Oversee voter registration within the county, issue voter registration certificates, and maintain an accurate voter registration roll.
  • Additional Revenue Collection: Collecting certain fees, fines, and revenues related to permits or state mandates, depending on the county’s needs.

Duties and Responsibilities:
Project Management
  • Identify areas for logistical or facility improvement. Analyze, develop, and present possible avenues for improvement to senior leadership.
  • Project manage (budget, scope, deadlines, deliverables, communication, reporting) special or improvement projects, such as space planning, facility renovation, office moves, small capital improvements, inventory management, security processes, mail and operations processes, or other processes identified by the incumbent or senior management.
  • Act as the primary contact point for stakeholders, other county departments, and vendors involved in project development, implementation, oversight, and usage.

Process Improvement
  • Evaluate existing facilities and operational processes to identify inefficiencies, bottlenecks, and areas for enhancement.
  • Apply Lean, Six Sigma, or other process improvement methodologies to streamline workflows, reduce waste, and improve overall operational efficiency.
  • Lead and facilitate process standardization initiatives, using data analysis to make informed recommendations to senior leadership.
  • Develop and implement solutions, which may include adopting new technologies, revising workflows, or improving processes.
  • Establish key performance indicators (KPIs) to measure the success of improvements and track progress, reporting results to senior leadership.
Warehouse & Mailroom Operations
  • Supervise all Distribution Center (DC) Warehouse and mailroom employees, ensuring efficient workflow and adherence to policies.
  • Develop and implement logistics strategies to optimize storage, distribution, and mail processing.
  • Maintain warehouse and mailroom inventory and oversee the handling of incoming and outgoing shipments.
  • Ensure compliance with safety and security protocols within the warehouse and mailroom operations.
Facilities & Equipment Oversight
  • Serve as HCTO’s representative for matters related to HCTO facilities, responsible for safe, efficient, and compliant operations across branches, warehouse and administrative offices.
  • Develop and own the Facilities Management Plan (policy, standards, and playbooks), including preventive maintenance (PM) schedules, work-order SLAs, and service level agreements with internal teams and vendors; manage the CMMS (e.g., TOBIE) to track work orders, PM completion, asset lifecycle, and costs. Oversee routine maintenance and repair activities to ensure workplace functionality and compliance with regulations
  • Coordinate with Engineering on testing, inspections, and corrective actions, maintain compliance with FMO, OSHA, ADA, environmental (EHS), and other applicable codes/permits.
Budget & USPS Coordination
  • Collaborate with the Financial Services team to ensure that annual maintenance fees are tracked and timely paid.
  • Maintain relationships with USPS to ensure timely and efficient mail services.
  • Collaborate with the Financial Services team to ensure that payments to vendors for facilities, projects, mail, and other logistics-related expenses are tracked and timely paid.
Operations and Emergency Management
  • Support the Chief Administrative Officer for the HCTO’s Continuity of Operations (COOP) plan if or when activated.
  • Participate in emergency management operations as a Tier 1 Essential Employee and be available for after-hours response during unusual or emergency situations.
  • Recommend and implement approved organizational process or policy changes as needed to improve operational efficiency.
  • Prepare and review operational reports and schedules to ensure accuracy and effectiveness.
  • Maintain the Facilities Emergency Plan in alignment with COOP/IMT; ensure facilities-specific emergency procedures, shut-down/start-up checklists, and post-incident assessments are current and trained.
  • Set departmental goals and deadlines in alignment with HCTO priorities.
  • Plan, administer, and control budgets for contracts, equipment, and supplies.
Capital Planning & Compliance
  • Prepare the annual facilities capital plan (renewals, replacements, renovations, moves, maintenance, compliance-driven fixes) that prioritizes needs, risks, cost, and service impacts
  • Own the inspection calendar (FMO, elevators, backflow, boilers, life-safety, ADA) and corrective action close-outs; maintain documentation for audits and public records.
Security and Law Enforcement Coordination
  • Act as the Tax Office liaison to Harris County law enforcement agencies to support security needs for Tax Office facilities, outreach events, and other special events.
  • Serve as the point of contact for Tax Office security initiatives, including maintaining data sets, generating weekly reports, and managing security systems and cameras.
  • Integrate facility security risk assessments (lighting, cameras, access control, incident trends) into the FM audit cycle; prioritize mitigations and track completion.
Other Responsibilities
  • Perform other duties as assigned to support the mission and operations of HCTO.

Requirements

Education & Experience:

  • Bachelor’s degree in Business Administration, Engineering, Construction Management, Facilities Management or a related field.
  • 5-7 years of experience in project management and process improvement with a focus on facilities, construction projects or a related operational leadership role.
Knowledge, Skills & Abilities:
  • Strong leadership and team management skills with the ability to oversee multiple teams and projects.
  • Knowledge of facilities maintenance and construction project coordination.
  • Proficiency in budgeting and financial coordination related to logistics and facility operations.
  • Strong analytical, problem-solving, and critical thinking skills and the ability to work in a fast-paced environment.
  • Exceptional communication, leadership, and interpersonal skills, with the ability to influence and collaborate effectively with diverse stakeholders.
  • Proficiency in project management software and tools.

Work Environment:

  • Work is performed primarily in an office setting subject to frequent interruptions with extensive work at a computer workstation and site visits to various Tax Offices, Harris County and community facilities, both outdoors and indoors.

  • Flexibility to work evening and weekend hours and occasional overnight travel to conferences and training sessions may be required.


Physical Demands:


  • This role is a standard office role that requires remaining stationary for long periods of time.

  • At times, boxes or equipment must be transported weighing up to 30 lbs.

  • It may at times involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting, or similar activities (e.g., filing, delivering, sorting).

  • Regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination).


Hours:

  • Mon-Fri 7:45 am - 4:45 pm

  • Some overtime hours are required on weekdays and weekends

  • May require attendance at outside training seminars and/or conferences
