Job Summary:


The Director Strategic Workforce Operations & Enablement serves as a strategic leader within Talent Management, focused on designing and enabling future-ready workforce tools, technologies, and program designs that connect people, leaders, educational partners and community partners to advance Wellstar's talent strategy and career growth & progression. This role bridges workforce strategy, operational excellence, predictive analytics, and innovative problem-solving to shape what comes next for Wellstar's team members, talent pipelines, and organizational workforce strategy while driving innovation, efficiency, and impact across HR and Talent initiatives.
This leader leverages technology, workforce and people analytics to improve the team member experience through Wellstar's internal workforce programs. The leader partners with Talent Management, Talent Acquisition HR, operations, and shared services, and clinical leaders across the enterprise to develop and scale high-performing and engaged workforce.
This role requires strong executive presence, and 15+ years' experience in Talent Management, Human Resources, Strategic Workforce Planning, and/or Organizational Development-related roles and a minimum of 10 years in a leadership role with related scope. 5-10 years of external consulting experience in large complex organizations is strongly preferred.


Core Responsibilities and Essential Functions:

Predictive Workforce Enablement & Program Design
Anticipate future workforce needs using internal data, community signals, educational trends, and business strategy.
Identify programmatic, structural, or technological gaps and design forward-thinking solutions to close them.
Design the infrastructure for the design and operability of new partner programs
Lead the strategic development of new talent programs or evolutions of existing programs based on predictive insights.
Build scalable, adaptable frameworks that evolve with organizational and market demands.
Apply empathy-driven design thinking to ensure team members and leader experiences are seamless, supportive, and scalable.
Design and monitor program operations with a focus on usability, efficiency, and continuous improvement to assure optimal team member experience.
Technology Integration & Innovation
Partner across HR and IT to ensure interoperability and alignment of technology platforms (e.g., Guild, Stepful).
Identify limitations in vendor or system capabilities and build creative, tech-enabled solutions to bridge gaps.
Monitor key technology-driven programs and contribute to roadmaps that ensure consistent integration and user experience.
Assess and propose workforce investments with a focus on ROI, scalability, and sustainability.
Ensure operational alignment with organizational workforce planning and budget goals.
Vendor Strategy and Enablement
Manage strategic vendor relationships, ensuring alignment with long-term workforce development goals.
Evaluate current partner capabilities and proactively identify build-or-bridge opportunities.
Serve as liaison between internal stakeholders and external providers, translating predictive needs into action.
Provide operational and strategic direction & management for vendor programs like tuition reimbursement, and/or subsidized resources for program recipients.
Financial Stewardship & Business Impact
Provide financial oversight and management of vendor invoicing, budget and reconciliation.
Assure appropriate assignment of reimbursement for team members
Assure accuracy and timely payment to vendors for programs exceeding a budget of more than $5M
Provide accurate reporting for internal AP to ensure integrity in financial distributions.
People Leadership
Lead and inspire a high-performing team of program support liaisons which fosters a culture of agility, collaboration, innovation, and accountability.
Cross-functional Project Leadership & Delivery
Drive execution of high-priority initiatives with discipline and adaptability.
Develop project roadmaps, coordinate cross-functional workstreams, and ensure transparent reporting and accountability.
Champion solutions that remove friction and deliver value across functional areas.
Performs other duties as assigned

Required Minimum Education:

  • Bachelors Human Resources Management or Bachelors Organizational Development or Bachelors Business Administration/Management or Bachelors Other
  • Masters Human Resources Management Preferred

Required Minimum Experience:

  • Minimum 10 years of HR, workforce development, or talent strategy experience.
  • Demonstrated success leading innovative programs that combine people, technology, and operations.
  • Experience designing or enhancing workforce pipeline initiatives and learning ecosystems.
  • Minimum 10 years leading people with related scope.
  • Minimum 5 years of external consulting experience with Director+ level stakeholders in large complex multi-site organizations (10,000+ FTEs).


Required Minimum Skills:

  • Strong program design and project leadership capabilities. High
  • Deep understanding of HR systems, interoperability concepts, and vendor/partner dynamics.
  • Comfort navigating ambiguity with a solution mindset and builder mentality.
  • Proficiency in utilizing workforce data and analytics to drive decision-making and measure program outcomes.
