POSITION SUMMARY:

Under the direction of the Chief Financial Officer, the Director of Procurement provides leadership and oversight for the overall procurement and acquisition of materials, equipment and services.? The incumbent of this position is responsible for establishing and executing the district?s overall procurement strategy in alignment with the strategic plan.The Director will be responsible for performing executive level supervision for all procurement and vendor contracting services.The incumbent of this position also ensures the effective, compliant and efficient acquisition of goods and services in support of district operations and school and student success.? The Director will be responsible for working collaboratively across all divisions and offices to plan the strategic activities for PGCPS? procurements.

Detailed Description


DUTIES & RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Serves as a strategic partner to the Chief Financial Officer and executive leadership, aligning procurement practices with organizational priorities, operational needs and long-term planning;
  • Leads and provides direct oversight of procurement activities as an integrated system aligned to district priorities, ensuring resources are deployed effectively to support teaching and learning;
  • Creates, articulates and implements overall objectives for the office; evaluates recommendations and develops district-wide purchasing policies and procedures;
  • Leads strategic sourcing initiatives to optimize costs, improve efficiency and maximize value across all procurement categories;
  • Guides and supervises procurement and vendor contracting; maintains the efficient operation of those services, including the assignment, supervision and evaluation of personnel;
  • Leverages procurement data systems and analytics to drive decision-making, monitor performance and improve procurement outcomes;
  • Ensures procurement execution follows established controls, approval thresholds and meets audit and regulatory expectations; provides structure, prioritization and decision support to procurement personnel;
  • Develops and implements strategies to expand participation of minority-, women- and locally-owned businesses in procurement opportunities;
  • Establishes and monitors vendor performance standards and contract compliance to ensure quality, timeliness and accountability;
  • Provides oversight of purchases and operations and ensures they are conducted in accordance with the federal, state and PGCPS procurement policies and procedures; ensures solicitations, contracts and amendments align with approved funding sources and budgets;
  • Manages and/or executes all purchases, within approved signature authority guidelines, in a centralized environment, including high dollar value and/or highly complex purchases;
  • Manages, monitors and initiates contract renewals, modifications and extensions; ensures pricing agrees with contracts and that price increases fall within contract allowances;
  • Creates professional learning opportunities for office staff to perform their roles in a proficient manner;
  • Authorizes negotiated service contracts for supplies, materials, equipment and other assigned procurements; works with vendors to obtain pricing, delivery and other procurement-related information;
  • Prepares and maintains financial oversight of the annual departmental budget with staff;
  • Communicates with schools and offices to determine and document the short and long-term requirements and plans how best to meet established goals;
  • Maintains contact with purchasing and supply managers in other jurisdictions for the purpose of joint procurements;
  • Operates in conjunction with the Office of General Counsel to ensure legal compliance;
  • Ensures compliance with all applicable federal and state rules and regulations (i.e., OSHA, DOE, EPA, DOD, DEP and other federal and state agencies having jurisdiction over the products and services required);
  • Develops, in collaboration and alignment with Prince George?s County government and the state of Maryland, the districtwide strategy for contracting agreements to improve efficiency in the procurement of goods and services; and
  • Performs other duties as assigned.


Job Requirements


QUALIFICATIONS:

The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Demonstrates a thorough knowledge and application of procurement methods, principles and best practices to meet the needs of customers;
  • Comprehensive knowledge of the laws, policies and procedures governing public procurement; preferred knowledge of procurement provisions required under the laws of the state of Maryland and Prince George's County;
  • Ability to use appropriate judgment and initiative in making recommendations and resolving problems that are highly complex and sensitive in nature; ability to award contracts impartially and objectively;
  • Ability to analyze commodity requirements, interpret market prices and trends and apply interpretations to procurement issues;
  • Demonstrated functional knowledge and skills in the area of information technology, particularly as it relates to Enterprise Resource Planning (ERP) systems, with knowledge and experience in Oracle software supporting procurement and supply management functions preferred;
  • Broad knowledge in business principles, including negotiation, ethics, finance and business law; ability to negotiate contracts for professional and non-professional services, construction and supplies;
  • Proven ability to function effectively and manage change within a large, centralized, diverse, urban and complex organization;
  • Proven management experience and administrative skills to motivate, organize, direct and evaluate other professional and support staff while fostering creativity and innovation in the workplace;
  • Most possess strong oral, written and communication skills, as well as supervisory skills and strong organizational and analytical skills;
  • Experience leading under pressure, meeting tight deadlines and managing multiple, complex projects simultaneously; and
  • Ability to drive all key performance metrics in a public sector or school district.

EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

Bachelor?s degree from an accredited college or university in accounting, finance, business, public administration, supply chain management or a closely related field required; Master?s degree preferred. A minimum of seven (7) years of progressively responsible experience in purchasing, business operations and management and/or supply chain management required; five (5) years of supervisory experience in a major purchasing organization preferred.

CERTIFICATION REQUIREMENTS:

Certified Public Procurement Officer (CPPO) or Certified Purchasing Manager (CPM) required; other purchasing certifications may be considered.

SUPERVISORY RESPONSIBILITIES:

Oversees and provides guidance/direction to the unit staff.
