Position Summary
The Director, Strategic Technology Programs (Enterprise Platforms) is responsible for leading the enterprise-wide capital portfolio of strategic technology initiatives across core platform environments. This role provides end-to-end program ownership for the annual planning, funding, governance, and delivery of major enterprise platform investments.
A central responsibility of this position is overseeing execution of the organization’s multi-year Technology Delivery Roadmap—a comprehensive infrastructure modernization program spanning Hosting Services (compute, storage, clinical platforms, databases, and cloud), Networking, Workplace Technology (Desktop Engineering, Telecom, and Mobility), and Voice of the Stakeholder (Service Desk, Field Services, and Business Relationship Managers). The Director ensures that roadmap initiatives are sequenced, funded, and delivered in alignment with enterprise architecture priorities, zero-outage objectives, and measurable maturity targets.
The Director partners closely with executive leadership, regional stakeholders, technical owners, solution architects, and external delivery partners to ensure the coordinated implementation of large-scale technology solutions that align with organizational strategy, financial stewardship, and measurable operational improvement.
This role oversees a multi-solution program portfolio rather than a single initiative, ensuring successful execution across the full annual capital cycle and multi-year modernization horizons.
Key Responsibilities

Executive Stakeholder Engagement & Governance
Financial Ownership & Capital Stewardship-
Maintain primary oversight of enterprise platform capital expenditures, ensuring roadmap investments are funded within approved CAPEX envelopes.

Lead annual capital planning in partnership with finance, IT leadership, and business stakeholders, mapping roadmap initiatives to existing funding categories.

Manage monthly reconciliation and financial tracking of approved initiatives across Hosting Services, Networking, Workplace Technology, and Voice of the Stakeholder investments.

Ensure alignment between financial investment, scope, and program outcomes across the multi-year roadmap horizon.

Drive disciplined financial governance across the technology program portfolio, including contingency management and quarterly financial reviews with leadership.

Technology Delivery Roadmap & Portfolio Planning

Own the end-to-end coordination and maintenance of the enterprise Technology Delivery Roadmap, ensuring alignment with enterprise architecture assessments and maturity targets.

Partner with technical owners, product leaders, and solution architects to sequence initiatives across key delivery domains including Hosting Services (compute, storage, clinical platforms, databases, and cloud), Networking, Workplace Technology (Desktop Engineering, Telecom, and Mobility), and Voice of the Stakeholder (Service Desk, Field Services, and Business Relationship Managers).

Balance execution of current-year remediation priorities (e.g., end-of-life elimination, security hardening) with forward-looking strategic investments (e.g., automation, AIOps, tools rationalization).

Identify interdependencies across technology towers and proactively mitigate risk, particularly where modernization efforts span multiple platforms or vendor engagements.

Translate enterprise architecture strategy and assessment findings into executable, phased technology programs with clear milestones and accountability.

Program Execution & Transformation Leadership

Oversee delivery of multiple concurrent enterprise platform initiatives across the full roadmap portfolio, spanning infrastructure refresh, platform upgrades, security hardening, and automation programs.

Ensure structured program management practices, risk mitigation, and milestone achievement across all active workstreams.

Drive alignment between technology implementation and operational readiness, with a focus on achieving zero-outage objectives for critical systems.

Coordinate across internal teams and external delivery partners (e.g., managed service providers, consulting firms, OEMs) to ensure integrated execution.

Partner with change management and operational leaders to ensure successful adoption of new solutions and promote continuous improvement across program delivery practices.

Measuring Return on Investment (ROI) & Value Realization

Define measurable outcomes for each major technology initiative, aligned to roadmap maturity targets and operational improvement goals.

Establish and track key performance indicators (KPIs) including infrastructure maturity scores, system uptime, mean time to resolve, patching success rates, automation coverage, and documentation completeness.

Develop value realization frameworks tied to business case assumptions, ensuring that investments deliver measurable improvements in reliability, security posture, operational efficiency, and cost optimization.

Monitor post-implementation performance and report on realized benefits against defined year-over-year targets.

Provide data-driven recommendations for roadmap adjustments based on emerging risks, realized value, and evolving organizational priorities.
