Position Summary

The Director of Public Affairs performs advanced (senior level) managerial and public affairs work providing direction, guidance, and supervision to the Office of Public Affairs. Work includes establishing goals and objectives and developing, reviewing, and implementing department policies, procedures, and guidelines. This position will work closely with senior leaders across DIR to drive strategic initiatives, goals, and objectives. Leads the vision and strategic direction of the Public Affairs Office. Oversees the building and maintaining of relationships with internal and external stakeholders. The Director of Public Affairs works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

  • Oversees the Office of Public Affairs department and its staff; Communicates pertinent information to the appropriate staff regarding legislative meetings and decisions; Develops, maintains, and reports on legislation, policies, programs, and initiatives that affect the agency at the state, federal, and local level; Formulates plans, develops schedules, and establishes clear direction aligned with agency objectives.
  • Monitors bill implementation.
  • Attends legislative hearings and meetings with legislators, legislative staff, and other legislative liaisons.
  • Provides summaries of legislative hearings to agency management, including current and proposed legislation; records and coordinates action items and deliverables as a result of legislative meetings and hearings; ensures deliverables are complete.
  • Establishes collaborative and sustainable long-term relationships with legislators, regulators, external stakeholders, and other local government officials.
  • Responds to requests from representatives of government bodies including the Office of the Governor, Legislature, the Legislative Budget Board, Senate Finance Committee, House Appropriations Committee, Comptroller of Public Accounts, and the State Auditor’s Office
  • Oversees the daily activities of the department including the vision, strategies, goals, and performance metrics. Provides direction, guidance and hands-on assistance as needed. Plans, assigns, and supervises the work of department staff. Oversees hiring process, assessment of training needs and opportunities, development of employee annual performance goals and conducts timely performance evaluations.
  • Performs other work-related duties as assigned.

Qualifications
Experience and Training Required
  • Six (6) years of legislative, executive branch, government relations, or related experience.
  • A high school diploma is required.
Experience and Training Preferred
  • Experience working with legislators and staff, drafting legislation and fiscal notes, legislative and policy analysis, and/or preparing state agency responses to the Legislature.
  • Experience in preparing and delivering clear, effective executive level presentations.
  • Experience in a full-time consultative, supervisory, or managerial role.
  • Graduation from an accredited four-year college or university with major course work in English, journalism, communications, business, public affairs, political science, or related field.
  • Education may be substituted for work-related experience on a year-for-year basis.
