DISTRICT MANAGER - Alabama

Essential Job Responsibilities

Operational Oversight: District Leadership & Governance

  • Implement and maintain the Agency's Governance Management System across assigned centers in line with established procedures.
  • Ensure all District programs, services, and systems comply with MAP’s Management Guidelines.
  • Monitor district operational compliance and performance metrics via the Management Suite and ChildPlus.

Staff Supervision & Development: Center Operations & Supervision

  • Provide direct supervision and management of:
  • District Secretary
  • Center Managers
  • Assigned center operations
  • Collaborate with each Center Manager to develop and maintain an individualized professional development plan.
  • Ensure effective daily operations, staffing coverage, and adherence to program requirements.
  • Ensure effective execution of monitoring and reporting duties.
  • Address center-level performance, compliance, and operational concerns
  • Conduct mentoring, evaluations, and performance follow-ups as needed.
  • Provide monitoring & oversight of volunteer participation, training, and records.

Staffing Meetings & Service Coordination

  • Develop and maintain a district-wide calendar to conduct monthly staff meetings and quarterly staffing meetings with Center Administrators.
  • Meet with Assistant District Manager monthly to discuss staffing concerns, service delivery concerns; training and professional development needs; etc.
  • Facilitate discussions focused on:
  • Service delivery timeliness
  • Quality of child outcomes
  • Center-level challenges and supports

Monitoring & Reporting

  • Ensure Center Administrators utilize the Weekly Classroom Observation Checklist and Video Monitoring Form to monitor classrooms weekly and that checklists are filed and uploaded in Management Suite.
  • Conduct required monthly on-site visits and desk audits of ChildPlus and Management Suite for continued compliance.
  • Post Morning Call reports and perform routine status checks of district operations.
  • Conduct desk audits of Eligibility Determination records for compliance with Head Start Program Performance Standards; report findings to the ERSEA/PFCE Manager.
  • Review and analyze service delivery reports and attendance data monthly; prepare summaries and recommendations for continuous improvement.
  • Prepare and submit a comprehensive written report by the 5th of each month to the Central Office District Supervisor. Reports must summarize:
  • District service delivery status
  • District Strengths, Needs, and Weaknesses
  • Documentation and inventory concerns
  • Staffing and operational risks
  • Health and Safety Concerns

Fiscal & Resource Oversight

  • Oversee and manage district-level fiscal responsibilities in accordance with operational guidelines including:
  • Impress accounts
  • Transportation systems
  • Facility maintenance coordination
  • Manage the submission process for account payables, food invoices, and other bills.

Communication & Coordination

  • Review and respond to emails and Management Suite notes by close of business each day.
  • Share relevant updates from HeadStart.Gov and the Agency website with staff, parents, and community stakeholders.
  • Participate in and conduct Agency-wide and District-specific Program Planning Work Sessions.

Training & Technical Assistance

  • Participate in agency-wide planning, staffing, and self-assessment activities.
  • Represent MAP in local planning communities and stakeholder meetings.
  • Lead or support training and technical assistance activities as required.

Strategic Participation

  • Serve on the annual self-assessment team and prepare corrective actions as necessary.
  • Participate in planning sessions to evaluate service delivery performance.
  • Represent MAP in local planning communities, serving as a liaison for district-level input and innovation

Knowledge/Skills/Experience

  • Master’s degree in business administration, Business Education with a minimum of 18 credit hours in the area of Early Childhood Education or related area with a minimum of three years demonstrated leadership experience in a childcare environment OR Bachelor's degree in Business Administration, Business Education with a minimum of 18 credit hours in the area of Early Childhood Education or related area with a minimum of five-to-seven years demonstrated leadership experience in a childcare environment.
  • Ability to relate to Clients from diverse populations.
  • Skill in handling deadlines, pressures, and sensitive situations and information; be patient and have a professional, non-condescending attitude while managing a demanding workload.
  • Ability to operate a variety of office equipment and technologies.

Physical/Mental Abilities and Processes

  • Ability to accurately comprehend written and oral assignments, determine and prioritize workload, multi-task, and meet deadlines.
  • Timely and courteous response to all communications.
  • Ability to maintain continuity of Head Start and Early Head Start operations. Ability to perform assigned duties in an efficient and appropriate manner.

Occasional lifting of up to 25 lbs., frequent sitting work at the computer and standing to operate various office equipment.
