Purpose of Post
The purpose of this post is to provide comprehensive leadership and technical support to the district health authorities and partners for all aspects of polio eradication and immunization activities. The incumbent will be the primary technical focal point for the World Health Organization (WHO) at the district level, ensuring that the goals and strategies of the National Emergency Action Plan (NEAP) for Polio Eradication are effectively planned, implemented, and monitored.
Organizational Context

Under the direct supervision of the respective WHO Divisional PEI Officer and the overall guidance of the WHO Provincial Team Lead for PEI at provincial level and oversight from PEI Coordinator Pakistan , the incumbent will be responsible for all polio eradication and immunization activities in the assigned district. This role involves close collaboration and coordination with government authorities, including the District Health Management Team (DHMT), the District Commissioner, and Partners such as UNICEF,NSTOP, CDC, Gates Foundation etc., to ensure the successful execution of polio eradication, routine immunization, and other relevant public health programs. The incumbent will work within the national policies and guidelines defined in WHO program and policy documents.

Key Deliverables
The District Polio Officer is responsible for the following key deliverables, with a maximum focus on Polio Eradication activities:
1. Polio Eradication and Supplemental Immunization Activities (SIAs)
  • Planning and Coordination:
    • Lead the development and monitoring of district-level action plans and micro-plans for all polio vaccination campaigns (SIAs) including OPV/IPV/fIPV.
    • Ensure all high-risk, underserved, and migrant populations are included in micro-plans.
    • Provide technical support to district authorities in planning and implementing campaigns, including the availability of human and logistic resources.
    • Organize and supervise trainings for all health workers involved in polio vaccination and supervision.
  • Implementation and Monitoring:
    • Monitor and supervise all phases of the campaign, including pre-campaign readiness, implementation, and post-campaign activities.
    • Conduct in-depth data analysis of campaign process, and performance-based data (administrative and independent as well) to identify gaps and implement corrective measures.
    • Facilitate the conduct of In-campaign Monitoring (ICM), Post-campaign assessments like LQAS,PCM, other related activities, and sweeping activities.
    • Monitor the judicious and transparent use of allocated resources.
2. Surveillance
  • AFP and VPD Surveillance:
    • Primary responsibility for establishing and strengthening a functional Acute Flaccid Paralysis (AFP) surveillance system and community informant network in the assigned area.
    • Ensure timely investigation of all AFP cases, including quality specimen collection and transportation.
    • Conduct regular active surveillance visits to health facilities and high-priority sites to ensure no cases are missed.
    • Monitor and support other disease surveillance activities, including measles, and Vaccine-Preventable Diseases (VPDs), ensuring timely reporting.
  • Data Analysis and Reporting:
    • Ensure all AFP and VPD case data are properly collected, line-listed, analyzed, and shared with the provincial office.
    • Regularly analyze surveillance data to identify performance gaps and advise district administration on immediate steps as per guidelines.
    • Participate in detailed epidemiological investigations of urgent cases and outbreaks.
    • Provide support to districts in training healthcare providers on the importance of VPD surveillance and timely notification.

3. PEI-EPI Synergy and Integration
  • Support for Routine Immunization:
    • Support the district authorities in all aspects of developing, maintaining, and monitoring routine Expanded Program on Immunization (EPI).
    • Coordinate with districts on EPI-PEI synergy and integration as per the national framework.
    • Conduct monitoring and supervisory visits to outreach and fixed EPI sites as required without jeopardizing the core responsibilities of PEI and provide feedback to the District Health Office.
    • Assist the DHMT in the implementation of the NEIR/EMR system with the support of EPI Team and support data analysis for decision-making.
  • Mass Vaccination Initiatives:
    • Support EPI campaigns for other diseases like measles, typhoid, HPV, Big Catchup, leveraging polio infrastructure and expertise.
  • Health Emergencies:
    • Provide support during other health emergencies, using the established polio infrastructure and team expertise, as requested by the Head of the Sub-Office.
    • Assist in responding to outbreaks in a timely and adequate manner through the district rapid response teams.

4. Zero Tolerance

Educational Requirements
  • Essential: A university degree in Medicine (MBBS/MD) from a recognized university, registered with the Pakistan Medical and Dental Council (PMDC).
  • Desirable: A Postgraduate degree in a related field such as Public Health or Epidemiology is highly desirable.

Professional Experience
  • A minimum of One Year of relevant professional experience in public health, disease surveillance, immunization, and/or polio eradication activities.
  • Experience in field-level public health programs and working with communities is essential.
  • Proficiency in Data Management and Analysis tools like MS Office, SPSS, Power BI, GIS etc is required.
