Division Chief

General Description of Duties

NOTE TO INTERNAL APPLICANTS: INTERNAL CANDIDATES IN THE SAME CLASSIFICATION AND/OR PAYGRADE AS THE POSITION POSTED WILL NOT RECEIVE A PAY ADJUSTMENT IF SELECTED.

Under executive direction, the purpose of the position is to perform highly responsible administrative and supervisory work involving the overall management of a Fire Division's operations, e.g., fire suppression, emergency medical service, codes and fire prevention, training, budget. Employees in this classification perform in an executive capacity to ensure County welfare and growth is accounted for when developing and implementing division goals and objectives.

Position will be assigned to one of the following functional areas, e.g., Planning, Logistics, Training, Emergency Medical Services (EMS), Operations, Health and Safety, Division Chief/Fire Marshal's Office or Assistant to the Director/Fire Chief. Depending on function, each position will be assigned to either a forty (40) hour workweek schedule (days) or a forty-eight (48) hour workweek schedule (shift). Rotation between functions and schedule will be at the discretion of the Fire Chief based on Department needs.

Essential Job Functions

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.


  • Directs plans and implements the division goals and objectives; coordinates and integrates all activities toward achievement of established departmental goals and objectives; develops and implements departmental policies and procedures.
  • Directs a staff of professional, technical, and support employees engaged in all phases of the operations and administration of division activities; identifies, develops and implements short and long term goals and programs consistent with the Fire Department and County goals and objectives.
  • Ensures all division activities are in compliance with all State Rules and service Medical Director's standards for EMT and Paramedic medical care.
  • Develops and administers division budget consistent with the departmental goals and objectives; ensures all functions and programs under charge are performed within established budgetary parameters, to include performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control.
  • Provides professional direction and advising to division professional and technical staff.
  • Prepares and submits various state and national incident records and reports.
  • Communicates with other departments and public agencies for the dissemination of information; leads and participates in public education and community outreach programs.
  • Attends and represents division at various executive meetings for the dissemination of information; prepares departmental management meetings for dissemination of information; attends professional seminars, training conferences and meetings.
  • May command response to highly involved fire alarms during 24 hour on call shifts, e.g., suppression and extinguishing fires; stabilization of patients; emergency medical activities and hazardous materials control.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.

Minimum Qualifications

Education: High School Diploma or GED. Associate's Degree in Fire Science Technology, Emergency Medical Services, or closely related field preferred.

Experience:
  • Four (4) years progressively responsible supervisory/management experience in Fire Administration and Operations.
  • Supplemented by one (1) year experience at the rank of Battalion/District Chief in a similar, liked sized Fire Department.

Certifications/Licenses:
Must possess a valid Florida Paramedic License and Florida Firefighter II Certification.
Must possess or have completed the required coursework and have the ability to obtain the following certifications within three (3) months from the time of promotion:
  • Florida Fire Officer I Certification
  • Florida Fire Officer II Certification
  • Florida Instructor I, II, or III Certification

Miscellaneous: Must possess and maintain a valid Florida Driver's License. Must not have any discipline above a Written Reprimand in the last twelve (12) months.

Knowledge, Skills and Abilities

  • Skill in effectively planning, directing and managing a staff comprised of management and professionals and entry level management engaged in carrying out fire division activities, e.g., fire prevention, fire suppression, hazardous materials control functions, planning, Logistics, training, Emergency Medical Services (EMS), Operations, Health and Safety.
  • Thorough knowledge of fire behavior, fire ground operations, firefighting, forcible entry tactics, pumping apparatus, hydraulics, hydrant locations, water systems and drafting sources; extensive knowledge of the proper application/administration of all fire suppression equipment/apparatus and medical equipment, appliances, controlled substances and supplies.
  • Thorough knowledge of effective training principles and techniques for delivery of Firefighter in-house training in both field and classroom settings.
  • Thorough knowledge of inspection, testing, and inventory management requirements for all equipment, apparatus, tools, appliances, and supplies/materials of the assigned station.
  • Thorough knowledge of building construction methods and materials, and the application of such to the principles and techniques applied to pre-fire planning activities.
  • Thorough knowledge of the incident command system, mass casualty incident protocols, and the field operations guidelines applicable to the nature, extent, and type of incident.
  • Thorough knowledge of classification, communication and authorization protocols regarding administering treatment to patients based on the nature and extent of the illness/injury.
  • Skill in both written and oral communications for delivery of training curricula, writing reports and maintaining associated records and documentation.
  • Ability to demonstrate leadership to the assigned unit in the areas of motivation, positive influence and personal challenge.

PHYSICAL DEMAND REQUIREMENTS:

Physical Demand: Medium

  • 50 pounds maximum lifting.
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 25 lbs.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eye sight for production or safety of self and others.
  • Physical demand requirements are in excess of light work.
