The Position

As the Division Lead of Human Resources Programs & Services, you will serve as a key strategic and operational leader within the Human Resources Division, directly overseeing one or more of the critical program areas and guiding the managers responsible for Benefits, Employee & Labor Relations, Recruitment & Classification, Risk Management, and/or Training & Development.

Reporting to the Assistant General Manager of Human Resources, you will provide day-to-day leadership, direction, and coordination to ensure these functions operate cohesively and effectively in support of the District’s mission and workforce. You will play a central role in aligning programs, streamlining processes, and fostering collaboration across all HR units, bridging the gap between specialized teams and uniting them under a shared vision of service, innovation, and employee engagement.

Essential Functions

As a key member of the senior HR leadership team, you will partner closely with the AGM of Human Resources, the Executive Team, and the General Manager to develop and implement workforce strategies that strengthen organizational culture, enhance employee experience, and cultivate a workplace culture where employees feel valued, supported, and inspired. Acting as the second-in-command for the Division, you will provide strategic support and may assume leadership responsibilities for the Division in the AGM’s absence.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical candidate profile would be:

Education: A bachelor’s degree from an accredited college or university with major course work in public administration, business administration, industrial relations, human resources management, or a related field. A master's degree from an accredited college or university with major coursework in a related field is desirable.

AND

Experience: Six (6) years of professional human resources experience, including three (3) years of experience at the middle management level in this field, including supervision.*

  • Substitution: A master’s degree in public or business administration or related field may substitute for up to two (2) years of the required non-supervision experience.
