The Opportunity:
The Washington State Criminal Justice Training Commission (WSCJTC) is seeking a dedicated and visionary Program Manager to lead the Domestic Violence Program. This role is central to implementing the legislative requirements of E2SHB 1715, ensuring that all law enforcement officers in Washington state receive specialized training in domestic violence response. As Program Manager, you will oversee the development and delivery of training to ensure it aligns with best practices and includes trauma-informed, victim-centered approaches. You’ll ensure that training methodologies are current, effective, and aligned with the evolving needs of law enforcement and the communities they serve. Primary Responsibilities:

Manage logistics by arranging, planning, directing work of instructors and collaborating with other parties for the delivery and program management of courses assigned to the DV Program.

Plan, organize, and lead the development and delivery of interdisciplinary training responsive to E2SHB 1715. This requires on-going specialized, intensive, and integrative training for persons responsible for investigation of domestic violence cases involving intimate partners. This includes performing work as an instructor, developing handout materials and multi-media training aids, and preparing other instructors and contractors to deliver appropriate content utilizing effective training techniques.

Collaborate with the Washington Association of Sheriffs and Police Chiefs (WASPC), organizations representing victims of domestic violence, survivors of domestic violence, and experts on domestic violence and the neurobiology of trauma, and the Washington Association of Prosecuting Attorneys in the development of the training.

Regularly evaluate and revise training curricula, materials, and methods to comply with legal requirements and incorporate recent scientific research and state-of-the-art techniques, considering varying needs and circumstances of law enforcement agencies across Washington State.

Promote awareness and implementation of best practices in trauma-informed interviewing to encourage consistency and improvement in the investigative response to domestic violence cases for all professionals engaged in interviewing and interacting with domestic violence victims in the criminal legal system.

Determine the need for additional training and other resources related to domestic violence investigation in Washington State.

Collaborate with other WSCJTC staff and divisions to achieve consistency in information taught and presented regarding domestic violence.
Required Qualifications:
-
Bachelor’s degree in criminal justice, criminology, sociology, social work, or related field.

Five (5) years of experience handling investigations involving domestic violence and/or victim advocacy.

Knowledge in the design and delivery of training for adult learners.

Knowledge of the dynamics of domestic violence; effective investigative techniques; laws and legal issues related; techniques for dealing with culturally diverse victims as well as victims with physical or developmental disabilities.

Experience managing projects.

Skills and abilities to:
-
Synthesize information from a variety of sources (legal, investigative, medical, social services, advocacy, and therapeutic) and translate it into practical terms for investigators and law enforcement professionals.

Design and effectively implement an assortment of teaching strategies for adult learners.
-
Communicate effectively in person and in writing. This includes the ability to collaborate and communicate verbally and in writing.

Coordinate and collaborate with diverse agencies and professionals in the design and delivery of training.
-
Work independently and make critical decisions with minimal supervision.
-
Present complex materials to senior management staff and/or other professional organizations.
Desired Qualifications:-
Master’s degree in criminal justice, criminology, sociology, social work, adult education or related field.

Experience in developing and teaching effective multidisciplinary training curricula.
