GENERAL DESCRIPTION: Perform highly advanced (senior-level) professional administrative and policy analysis work. Work involves overseeing and analyzing data, coordinating and implementing organizational studies and evaluations; reviewing systems and procedures; coordinating work simplification studies; and reviewing operations and procedures manuals to assist management in operating more efficiently and effectively. Review and analyze data from multiple internal and external sources; communicate result and make recommendations to management; respond to management requests for information; and conduct independent data exploration. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

  • Analyze effectiveness of existing staffing models, re-create tools and processes to deliver a more efficient appointment model and continuously refine to enable regional operations to be most effective.
  • Support Driver license operations by accurately forecasting, planning, and scheduling staffing for appointment volume.
  • Oversee, plan, and direct organizational studies for scheduling and forecasting of operational roles.
  • Develop new or modify existing administrative program policies, procedures, goals, and objectives.
  • Develop solutions for driver license operations to organizational issues and concerns, develops organizational change strategies and plans, and/or conducts training for their implementation to ensure optimal performance.
  • Design, evaluate, recommend, and approves changes to forms and reports.
  • Advise management on agency studies by identifying priorities and defining study scope, purpose, objectives, time frames, and resource requirements to improve business metrics.
  • Manage timely flow of business intelligence information to users.
  • Synthesize business intelligence or trend data to support recommendations for action and executive decision-making.
  • Interpret historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.
  • Review and evaluate new/improved business and management practices to apply to agency programs or operations; recommendations for improvement and corrective action to standardize or improve organizational systems.
  • Create, review, and forecast comprehensive technical records and reports that present and interpret data, identifies alternatives, and makes and justifies recommendations to current operational conditions.
  • Oversee the maintenance and update of business intelligence tools, databases, dashboards, systems, or methods.
  • Oversee the maintenance and update of documentation of knowledge assets, e.g., models, business rules, technical specifications (data mapping, data flows, dashboard content, data dictionaries).
  • Provide technical support for existing business intelligence tools and systems.
  • Analyze technology trends to identify applications which may assist with conducting duties.
  • Evaluate agency functions/activities being considered for conversion to contract operations; industry developments and make recommendations for possible agency application.
  • May write and presents performance evaluations for assigned staff.
  • May provide mentoring or training to assigned staff and to key organization stakeholders and process owners on process improvement business systems, business systems engineering, and industry best practices. May assign and/or supervise the work of others.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Perform other duties as assigned.
Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from an accredited four-year college or university with a Business Administration, or a related field, is preferred.

Experience – Minimum of four (4) years’ experience in methods analysis and planning, workforce management, or organizational development in a government or private customer service industry is required.

Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.

Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Technology – Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g., CAPPS, SharePoint) and be able to learn new software/systems.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours and weekend work may be required. This position may have the ability to telecommute based on the needs of the division/agency. Travel statewide up to 11 days per month.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
